BARRIER FREE ACCESS PROJECT FOR AVON PUBLIC LIBRARY

The Borough of Avon-by-the-Sea, Monmouth County, New Jersey, is soliciting sealed proposals for a Barrier Free Access Project at the Avon Public Library. This comprehensive project encompasses the addition, renovation, and necessary sitework to install a new elevator, specifically a vertical platform lift, at the existing main entrance. The scope of work also includes the removal of the existing interior lift. Contract Documents for this significant upgrade have been prepared by Tim McCorry, RA, of Feldman & Feldman Architects, ensuring a professional and compliant design for enhancing public accessibility. Prospective contractors must demonstrate proper qualification in accordance with the Contract Documents' requirements. The Borough reserves the right to request a complete financial and experience statement from bidders, detailing their successful completion of similar projects, prior to furnishing proposal forms or awarding the contract. A mandatory Statement of Consent of Surety from a New Jersey-authorized surety company, acceptable to the Borough, must accompany all proposals. The successful bidder will be required to provide a performance bond for the full project amount and must comply with various regulations including New Jersey's Affirmative Action requirements (P.L. 1975, C.127), the Prevailing Wage Act (N.J.S.A. 34:11-56.25 et seq.), Anti-Kickback Regulations (Copeland Act), the Worker and Community Right-to-Know Act (N.J.A.A. 34:5A-1), and specific contractor requirements for projects funded by the US Department of Housing and Urban Development. Vendors currently suspended, debarred, or disqualified are expressly excluded from participation. Sealed proposals for this critical accessibility project will be publicly received and opened on Thursday, May 26th at 10:00 a.m. prevailing time, in the Municipal Conference Room at Borough Hall, located at 301 Main Street, Borough of Avon-by-the-Sea, New Jersey. Bidders can obtain an electronic copy of the Contract Documents upon request, with hard copies available for a non-refundable charge of fifty dollars ($50.00). Proposals must be submitted on standard forms, enclosed in sealed envelopes clearly bearing the bidder's name and address, and the project name, addressed to the Mayor and Board of Commissioners, Borough of Avon-by-the-Sea. Additionally, bids must include a list of all stockholders owning 10% or more of the stock, in accordance with the Public Disclosure Law (P.L. 1988, C.33, N.J.S.A. 52:25-24.2).
