The DPW is providing courtesy pickups of the above on Thursdays weather and manpower permitting until the regularly scheduled pickup schedule resumes. Property Maintenance Guidelines Curbside Trees Snow Removal Guidelines Parks, Ball Fields, Public Properties Maintenance and Grass Cutting Sidewalk Maintenance & Inspections Street Signs & Traffic Lights Storm Sewers Road Maintenance and Inspections Buildings & Grounds Sewer Utility PROPERTY MAINTENANCE GUIDELINES Grass or weeds cannot be higher than 5 (five) inches when measured from the ground to the top of the growth. Trash and recycling should be put curbside no earlier than 1:00 p.m. the day preceding collection and no later than 6:00 a.m. the day of collection. All materials shall be in a proper container not exceeding 50 lbs. or heavy-duty plastic bag not exceeding 25 lbs. All vehicles, including but not limited to automobiles, boats, truck trailers, house trailers, campers, motor cycles, etc., must be parked on a paved surface and must have a valid registration, insurance and tags. If not, any of the above must be removed from the property and/or street. All sidewalks and curbs must be kept in good condition in order to create a safe and non-hazardous environment for pedestrians and/or motor vehicles. To insure the safety of pedestrians, and children walking to school, residents must remove snow within 12 hours of daylight following a snowstorm. Pet owners shall not permit their animals to soil on public property or upon any private property. If such person shall permit the above, he or she must immediately remove the droppings in a sanitary manner. CURBSIDE TREES The Borough of Barrington Environmental Commission and the Department, of Public Works exercise control and mgmt. of shade trees, ornamental trees and shrubbery along the curbside of streets, Highway, public places, parks and parkways other than county parks and parkways within the Borough of Barrington. If a homeowner would like a tree trimmed or removed, it is up the Department of Public Works to decide what action is deemed necessary if any. There are also certain requirements for curbside tree planting. SNOW REMOVAL GUIDELINES Whenever snow has fallen and the accumulation is such that is covers the street or highway, no vehicles shall be parked on either side of any of the streets or parts thereof designated as snow emergency routes. The streets or parts there of designated as snow emergency routes are sign posted. If at all possible to allow for a more efficient snow plowing operation please remove vehicles from the roadways wherever possible. The designated parking prohibition shall remain in effect until the snow has ceased and until 12 hours thereafter or until the streets have been plowed sufficiently and to the extent that parking will not interfere with the normal flow of traffic. The Borough streets are plowed curb to curb wherever possible. Depending on the length of the storm the streets may have to be plowed several times. It is impossible to avoid snow from entering driveway aprons and sidewalks. Here are a few helpful tips to observe: Shovel snow to the right side of your driveway (facing the street) to minimize the amount entering your driveway. If possible wait until the snow has ceased and the roads are plowed sufficiently. Shovel and/or blow snow onto the curb and/or front lawn, not into the street. To insure the safety of residents and children walking to school sidewalks must be shoveled within 12 hours of daylight following a snowstorm. The following are county roads, which are the responsibility of the Camden County Department, of Public Works if you should have any complaints please call 856-566-2980 or if you would prefer we can relay your concerns: Clements Bridge Road Gloucester Pike Atlantic Avenue Third Avenue Highland Avenue Hutchinson Avenue Copley Road Warwick Road Routes 30 and I-295 are maintained by the NJDOT: 856-795-4735. PARKS, BALLFIELDS, PUBLIC PROPERTIES MAINTENANCE AND GRASS CUTTING All parks are maintained by the Department of Public Works in partnership with the Civic Association. All ball fields grass is cut by the Department of Public Works and the sports organizations maintain the fields and clubhouses. All other public properties are maintained by the Department of Public Works. SIDEWALK MAINTENANCE & INSPECTIONS All curbs, sidewalks and driveway aprons are the responsibility of the homeowners to maintain. If you are doing any new or replacement work it is the responsibility of the homeowner and/or contractor to obtain a permit for this work. All work will be inspected by the Construction Department . STREET SIGNS & TRAFFIC LIGHTS All street signs, warning signs, regulatory signs, etc. are maintained by the Department of Public Works. If you notice a vandalized sign, faded sign, have a request or questions please call the Department of Public Works. The traffic lights at Clements Bridge Road & Gloucester Pike and Clements Bridge Road & Barrington/Atlantic Avenue are maintained by the Department of Public Works. The traffic light at Gloucester Pike and Atlantic Avenue is maintained by the Borough of Lawnside. The traffic lights at the White Horse Pike & Clements Bridge Road/Highland Avenue and the White Horse Pike & Copley Road are maintained by the NJDOT. If you should notice a light out, always on, flickering, broken or missing parts you can report to PSE&G customer service at 1-800-436-7734. You will need to obtain the pole # which is usually located at about eye level on a metal label attached to the wooden poles or at the base of the black metal streetscape poles. You will also need to provide street address and nearest cross street. If you prefer you can always call Public Works to report and we will contact PSE&G. STORM SEWERS The Department of Public Works maintains and cleans out the inside of the storm drain inlets and inspects them twice a year. Prior to forecasted rains storm drain inlet tops are cleaned off in advance to help with drainage problems. ROAD MAINTENANCE AND INSPECTIONS The Department of Public Works is responsible for street repairs due to potholes, or disrepair. The Department is not responsible for County or State roads. From time to time you may notice the Gas Go., Water Co. or other underground facility performing a street opening on your street to do repair work. Once the repair is done a temporary repair is done and within 60 days weather permitting a permanent repair is done. On any newly improved street all underground facilities have a 5 year moratorium on street openings unless of an emergency or unforeseen circumstance. The Department of Public Works is responsible for street opening inspections. The Department of Public Works street sweeps the roads in the Spring & Summer, a minimum of (2) passes through the town are done per year. The Department is not responsible for County or State roads. The Department of Public Works has a (5) year Capital Improvement Streets Program which is reviewed and updated yearly to target areas of town by a rating system for improvements over a (5) year period. This program is subject to funding availability. BUILDINGS & GROUNDS The Department of Public Works is responsible for maintenance of the Municipal Building, Senior Center, Fire and Ambulance Buildings. These responsibilities include janitorial, HVAC, alarm system, irrigation, all interior and exterior maintenance, and setting up for various functions at the Municipal Building. SEWER UTILITY The Department of Public Works Sewer Utility maintains (2) pumping stations and over 22 miles of underground sanitary sewer mains. The Department of Public Works Sewer Utility currently televises in advance of future road programs the sanitary sewer mains to determine if any infrastructure upgrades are needed and if they are they can be done in conjunction with the road programs. The Department of Public Works Sewer Utility is responsible for the sewer mains in the road only. All homeowners and/or businesses are responsible for there sewer laterals (house drain) to the connection in the street at the sewer main. If you experience any problems with your sewer lateral please call us first before calling a plumber so we may determine first if there is a blockage in the sewer main. If there is no blockage in the sewer main but in your sewer lateral the homeowner will need to call a plumber or make other arrangements to resolve the blockage. For all residents who have below grade plumbing fixtures such as a washer, deep sink, toilet, etc. it is recommended that you have a check valve installed on your sewer line to prevent any possible over flow blockages from backing up into your below grade fixtures and causing any damage. The sewer utility is not responsible for any sewer main blockages which may cause damage to any below grade plumbing fixtures within the property. Any repairs or replacements of the sewer lateral within the right of way or easements of the sewer utility require a permit and inspection of work. ARTICLE I
Removal of Snow and Ice
[Adopted 3-8-1966 as Ord. No. 177]
§ 105-1. Removal from sidewalks and gutters.
The owner or owners or tenant or tenants of lands abutting
or bordering on the sidewalks and gutters of the public streets,
avenues and highways in the Borough of Barrington shall
remove or cause to be removed from the sidewalks and to the
width of one foot out of the gutters in front of or bordering on
their said lands all snow and ice within 12 hours of daylight
after the same shall be formed or shall fall thereon.
§105-2. Removal from privately owned areas.
The owner or owners or operator or operators of apartment
projects and shopping centers and places of public gathering
and assembly in the Borough of Barrington shall remove or
cause to be removed from all privately owned sidewalks, streets
and parking areas of said apartment projects, shopping centers
or other places all snow and ice within 12 hours of daylight
after the same shall be formed or shall fall thereon, so that all
portions of said apartment project, shopping center or other
place are open and accessible to police, fire and other emergency
vehicles and personnel.
§ 105-3. Neglect to remove; borough to authorize.
In case such owner or owners, tenant or tenants or operator
or operators as are described in §§ 105-1 and 105-2 hereof shall
neglect or refuse to remove such snow or ice within 12 hours of
daylight after the same shall have fallen or formed, it shall be
the duty of the Councilman or officer having charge of the
streets and highways of the borough to remove or cause to be
removed such snow and ice from the sidewalks, streets or
parking areas, as the case may be.

§ 105-4. Cost of removal by borough to be lien.
The cost paid and incurred by such officer for removing such
snow and ice from any sidewalk, street or parking area shall be
by him certified to the Borough Council, which shall examine
such certificate and shall cause the cost as shown thereon to be
charged against the lands abutting or bordering on such
sidewalk or the lands of the apartment project or the shopping
center or other place. The amount so charged shall forthwith
become a lien on such lands and shall be added to and become
and form part of the taxes then next to be assessed and levied
upon such lands and shall be collected and enforced according
to law.
§ 105-5. Violations and penalties. [Amended 4-8-1983 by
Ord. No. 455]
Any person violating any of the provisions of this article
shall, upon conviction thereof, be punishable as provided in
Chapter 1, General Provisions, Article III.
ARTICLE II
Excavations
[Adopted 3-6-1969 by Ord. No. 234]
§105-6. Restricted activities.
A. No person, firm or corporation shall cut, break into, dig
up or excavate any of the streets, highways or other
public places in the Borough of Barrington without first
making application to the Borough Clerk.
B. The Borough of Barrington reserves the right to deny
issuance of a street opening permit and the opening of
the street to any applicant, person or firm who has
received proper, legal, prior notice that street
improvement is to take place and given notice that street
openings will not be permitted for a period of up to five
years following such improvements. If an applicant has
