Are you requesting to hire Bayonne Police Officers for a Security Detail? The Bayonne Police Department, through the Traffic Enforcement Unit, has requirements for the documentation and management of these Work Sites and Security details. First, review the City Ordinance https://ecode360.com/35712724 No Police Permit will be issued for any crane request without written approval first by the Law Department. Please submit all documentation, including all items listed below, to the Law Director drusso@baynj.org and worksites@bayonnepd.org Second step Before conducting any work, you must become a Registered Entity with the Bayonne Police Department . The entity that is on-site and conducting the work shall be registered and hold the valid Permit. A Contractor Registration Package, consisting of the following, is done once and kept on file. All documents shall be typed (online) and then printed, signed, scanned (no photographs) and emailed. All documentation (plus all ID’s) MUST be submitted, correctly and completely, as directed. Incomplete/incorrect documents WILL NOT be accepted. Contractor Registration Form – TYPED Hold Harmless Agreement – TYPED and NOTARIZED. Note- The City of Bayonne Law Department does not permit ANY alteration to this form. Proof of insurance with an Insurance Certificate; with the Certificate Holder exactly stating: CITY OF BAYONNE, 630 AVENUE C BAYONNE, NJ 07002, ITS OFFICERS AND EMPLOYEES. A CLEAR copy or photograph of an official I.D. (Driver’s License, State ID, Passport ) for each person listed on the registration form. Third step (After you have registered) Each individual Work Site, where your activity will or may obstruct the public right-of-way or create an undue hazard to the public requires a Police Permit. Additionally, photographs are very helpful. Note : The evaluation requires a DETAILED description of the work you will do, as it affects the public right-of way and what action you will take to control your work site. This means that the reader, knowing nothing of what you want to do, will have a clear understanding of your work, how it will be done, how it will affect those around you and your actions to account for that. The Site map shall detail an MUTCD compliant Work Zone. The map may be simple, such as this one . These evaluations are reviewed Monday through Friday from 7 am to 2 pm. Submission of all correct documents shall be made a minimum of two (2) business days prior to work date. Work Site Guidelines and Information
The City of Bayonne, by local Ordinance, requires that all persons, contractors or utilities
shall comply with the provisions of M.U.T.C.D., the Manual on Uniform Traffic Control
Devices. This manual explains how to properly set up and maintain a Work Zone. A Work
Zone is set up prior to beginning any work where the flow of pedestrian or vehicular traffic
may be affected. The manual may be found online at https://mutcd.fhwa.dot.gov.
Contractor training in MUTCD is strongly recommended. Go to www.atssa.com for class
information or to order a printed MUTCD manual. The City of Bayonne strictly enforces
the provisions of M.U.T.C.D. Additionally, go to the bayonnenj.org website for a full
posting of city ordinances, specifically Chapters 3, 7 & 25.
Emergency work or need immediate attention? Call 201-858-6949. Then submit the
Evaluation as you otherwise would. Then contact EDS if the job requires Police presence.
Note- Contractors are solely responsible for the hiring and scheduling changes /
cancellation of Extra-Duty Officers.

at least 48 hours prior to job. Need to cancel a hired Officer? Changing a scheduled
Officer? This must be done at least 2 hours prior to job start to avoid a 4-hour charge.
Work on a Sunday, a federal holiday, or establishing a Work Zone/occupying the
public right-of-way for greater than 48 continuous hours, requires- Permission to be
granted by the Bayonne City Council and/or the Law Department for a waiver or
exemption. To apply- Submit a letter to the City Council utilizing the ‘Contact Us’ page of
the City website. https://www.bayonnenj.org/contactus Describe in the letter what exactly
you are seeking; a particular day or days or broad exemption to the ordinance. It is
recommended that a formal hardcopy of your letter, on company letterhead, be submitted
as well, with a copy to the Mayor’s Office and the Law Department. Allow up to two (2)
months for a review and ruling.

RELEASE, DEFENSE, INDEMNIFICATION AND HOLD HARMLESS AGREEMENT
The undersigned ___________________________________ (name of individual or business applicant),
(hereinafter referred to as “Contractor”) agrees to defend, indemnify and hold harmless the City of Bayonne, its employees,
directors, officers or agents (collectively, the “City”), from any and all demands, claims or causes of action, fines, penalties,
damages (including consequential damages), liabilities, judgments, and expenses (including, without limitation, reasonable
attorneys' fees and expert witness fees), which arise out of, directly or indirectly, or relate to any work or activity to be
performed at the Work Site or arising from the City’s provision of on or off-duty officers, including, but not limited to any
activity, work, or thing done or permitted to be done or, which was not done or omitted, by anyone at the Work Site, and
any injury, loss or damage to any third-party person or property including employees and agents of contractors at the Work
Site and any licensee, invitee or other individual entering the Work Site. The Contractor is responsible for the accuracy and
design integrity of all drawings, plans, schematics, traffic pattern proposals, traffic control mechanisms, etc., provided by
or on behalf of Contractor in support of its Work Site Application. The Police Department and/or City personnel shall have
no liability arising from any documents, proposals or information provided in support of the Contractor’s Work Site
application.
If any action or proceeding is brought against the City by reason of any such claim covered by this Agreement,
upon written notice from the City, the Contractor will defend the same at the Contractor’s expense with counsel reasonably
satisfactory to the demanding party. The Contractor’s obligations under this Agreement shall survive the revocation or
termination of the Work-Site Permit or Approval.
Unless a written waiver is granted by the City in form and substance satisfactory to the Law Director, at all times
during the period of Work, the Contractor will maintain proof of the following insurance or such other amounts as the City
may from time to time reasonably request, which names the City as an additional insured for purposes of the Contractor’s
obligations hereunder (a) bodily injury and property damage liability insurance, with a single occurrence limit of not less
than $1,000,000 and an aggregate limit of $2,000,000. All such insurance will be equivalent to coverage offered by a
Commercial General Liability form including, without limitation, personal injury, death of persons or damage to property
occurring in, on, or about the Work Site and shall be primary and non-contributory with a waiver of subrogation
endorsement; (b) if applicable, worker's compensation insurance insuring against and satisfying Contractor’s obligations
and liabilities under the worker's compensation laws of the State of New Jersey, including employer's liability insurance in
the limits required by the laws of the State of New Jersey; and (c) additional insurance reasonably requested by the City.
As a material part of the consideration for Work Site Approval and the issuance of work permits, the Contractor,
its employees, officers and agents, hereby waive and release all claims against the City with respect to all matters arising
out of the granting of Work Site Approval and permits issued.
The individual signing this Agreement on behalf of Contractor represents and warrants that he or she is duly
authorized and has legal capacity to execute and deliver this Agreement. He or she represents and warrants to the City that
the execution and delivery of this Agreement and the performance of Contractor’s obligations hereunder have been duly
authorized and that the Agreement is a valid and legal agreement binding on Contractor and enforceable in accordance with
its terms.
IN WITNESS WHEREOF, the Contractor has hereunto set its hand and seal and, if a corporation, has caused
