Concession Agreement for Sidewalk Waste & Recycling Receptacles & Advertising Pilot Program

The City of Bayonne, New Jersey, Department of Public Works, is soliciting proposals for a Concession Agreement for Sidewalk Waste & Recycling Receptacles & Advertising, structured as a Pilot Program. This initiative aims to enhance public sanitation and aesthetics across the city's streetscapes. The selected contractor, referred to as the Successful Respondent, will be responsible for the provision, installation, maintenance, and ownership of initially forty (40) high-quality waste and recycling receptacles in mutually agreed-upon public areas, with the total number subject to modification by the City. The comprehensive scope of work includes designing modern, durable outdoor receptacles (69”L x 46”H x 22”W, accommodating three 30-gallon trash cans), obtaining all necessary city and county permits, installing units within ninety (90) days of approvals, and restoring any disturbed public spaces. The receptacles must feature clear City branding and dedicated advertising space, which the contractor will manage, while the City coordinates waste removal; however, the contractor is solely responsible for all cleaning, graffiti removal, repairs, and debris clearance. Prospective respondents must demonstrate significant experience, proven capability, and robust financial responsibility in operating waste and recycling receptacle programs, including a track record in the public sector. Proposal submissions require a detailed company background, encompassing financial statements for the past three years, an organizational chart, and biographies of key management personnel. Mandatory licensure includes a copy of State-issued licenses, if applicable, a current NJ Business Registration Certificate, and a Certificate of Good Standing from the NJ Department of the Treasury. Insurance requirements are stringent, demanding Worker’s Compensation, General Liability ($2,000,000 per occurrence / $5,000,000 aggregate), Automotive Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Professional Liability ($1,000,000 per occurrence), and Environmental Liability ($2,000,000 per occurrence / $5,000,000 aggregate), with the City of Bayonne named as an additional insured. No mandatory pre-bid meetings or site visits are specified in the solicitation. Proposals must be meticulously prepared, comprising one (1) original and three (3) copies, bound, signed, and acknowledged, and must not be submitted via facsimile or e-mail. The strict submission deadline is July 15, 2024, at 11:00 AM prevailing time. Respondents are also required to provide a detailed project plan, timeline, and a minimum of two references from municipalities of comparable size.
