2025 ROADWAY IMPROVEMENTS

The City of Bayonne is soliciting sealed proposals for the "2025 ROADWAY IMPROVEMENTS" project, aiming to enhance infrastructure across multiple key streets within the municipality. This extensive project encompasses the resurfacing and reconstruction of W. 2nd Street (Humphrey Avenue to Broadway), E. 2nd Street (Lord Avenue to Hobart Avenue), 4th Street (Avenue C to Hobart Avenue), W. 9th Street (J.F.K. Boulevard (C.R. 501) to Avenue C), 12th Street (Avenue A to Avenue E), W. 13th Street (Avenue A to Broadway), Schuyler Place West (North Street to Boatworks Drive), North Court (North Street to Schuyler Place West), North Way (North Street to Schuyler Place West), North Lane (North Street to Boatworks Drive), and North Street (North Lane to J.F.K. Boulevard (C.R. 501)). The comprehensive scope of work includes Hot Mix Asphalt milling and/or pavement repairs, installation of new concrete curbs, sidewalks, and ADA compliant curb ramps, the application of 2-inch thick Hot Mix Asphalt 9.5M64 Surface Course and 4-inch thick Hot Mix Asphalt 19M64 Base Course, storm and sanitary sewer structure improvements, and all other related work as detailed in the Contract Documents or directed by the Engineer. Prospective contractors must adhere to stringent qualification and registration requirements mandated by the State of New Jersey for public works projects. All bidders are required to be registered with the New Jersey Department of Labor, complying with "The Public Works Contractor Registration Act" (N.J.S.A. 34:11-56.48), and must attach a certificate of registration from the Department of Labor to all bids. Additionally, bidders must submit "Proof of Business Registration," which is a copy of a Business Registration Certificate issued by the Department of the Treasury, Division of Revenue, in accordance with N.J.S.A. 52:33-44 (P.L. 2004, C.57). The successful bidder will also be required to comply with the New Jersey Prevailing Wage Act (Chapter 150 of the laws of 1963) and various worker health and safety acts, including P.L. 1975, c.127, N.J.S.A. 10:5-31 et seq., N.J.A.C. 12:110 et seq., and OSHA (29 CFR 1910). Public work contractor registration and payroll certification must be completed online via the https://njwages.nj.gov/ portal, in addition to hard copy submissions. Sealed bid proposals must be submitted to the City of Bayonne Purchasing Agent, Room 29, 630 Avenue C, Bayonne, New Jersey 07002, by Friday, June 26, 2026, at 11:00 AM, prevailing local time. Bids will be publicly opened and read aloud at the City Council Chambers, City Hall, 630 Avenue C, Bayonne, New Jersey 07002, at the specified date and time. Envelopes must be conspicuously marked "Public Bid," "2025 ROADWAY IMPROVEMENTS," and "To be received on Friday, June 26, 2026 at 11:00 AM." Each bid must be accompanied by a bid security in the form of a certified check, cashier’s check, or bid bond, for not less than ten percent (10%) of the bid amount, not exceeding $20,000.00. This security serves as liquidated damages if the awarded bidder fails to execute the contract and provide a satisfactory performance bond within ten days. A Certificate (Consent of Surety) and Power of Attorney for a Performance and Payment Bond, covering the full bid amount from a New Jersey-authorized surety, are also mandatory.
