2025 ROADWAY IMPROVEMENTS

The City of Bayonne, New Jersey, is soliciting sealed proposals for the "2025 ROADWAY IMPROVEMENTS" project, a comprehensive public works initiative. This extensive project involves the resurfacing and reconstruction of multiple key streets, including W. 2nd Street, E. 2nd Street, 4th Street, W. 9th Street, 12th Street, W. 13th Street, Schuyler Place West, North Court, North Way, North Lane, and North Street. The scope of work encompasses Hot Mix Asphalt milling and pavement repairs, installation of new concrete curbs, sidewalks, and ADA compliant curb ramps to enhance accessibility. Additionally, it requires the application of 2” thick Hot Mix Asphalt 9.5M64 Surface Course and 4” thick Hot Mix Asphalt 19M64 Base Course, alongside significant storm and sanitary sewer structure improvements, and all other related work detailed within the Contract Documents or as directed by the City Engineer. Prospective contractors must meet stringent qualification requirements for this municipal infrastructure project. All bidders are mandated to be registered with the New Jersey Department of Labor under “The Public Works Contractor Registration Act” (N.J.S.A. 34:11-56.48) and must provide a certificate of registration with their bids. Furthermore, bidders must submit “Proof of Business Registration,” evidenced by a Business Registration Certificate from the NJ Department of the Treasury, Division of Revenue, in compliance with N.J.S.A. 52:33-44. The successful contractor will also be required to adhere to the New Jersey Prevailing Wage Act and all State and Federal worker health and safety regulations, including OSHA. Public work contractor registration and certified payroll submission must be completed online via https://njwages.nj.gov/. Sealed proposals for the 2025 Roadway Improvements are due on Friday, June 26, 2026, at 11:00 AM, prevailing local time, and will be publicly opened and read aloud at the City Council Chambers, City Hall, 630 Avenue C, Bayonne, New Jersey 07002. Bids must be addressed to the Purchasing Agent of Bayonne, Room 29, 630 Avenue C, Bayonne, NJ 07002, with specific conspicuous markings on the envelope. Each bid must include a bid bond, certified check, or cashier’s check amounting to not less than ten (10%) percent of the bid, not exceeding $20,000.00, which will be forfeited as liquidated damages if the contract is not executed. A Certificate (Consent of Surety) with Power of Attorney from an authorized New Jersey Surety Company for the full bid amount, guaranteeing Performance and Payment Bonds, is also mandatory.
