2026 ROADWAY IMPROVEMENTS

The City of Bayonne, New Jersey, is soliciting sealed proposals for its "2026 ROADWAY IMPROVEMENTS" project. This significant public works undertaking involves the comprehensive resurfacing and reconstruction of multiple streets across the city, including W. 11th Street, W. 18th Street, W. 31st Street, 33rd Street, W. 48th Street, Plank Road, Abby Street, W. 56th Street, and Avenue E, as detailed in the contract drawings. The scope of work encompasses Hot Mix Asphalt milling and pavement repairs, installation of new concrete curbs, sidewalks, and ADA compliant curb ramps, application of 2” thick Hot Mix Asphalt 9.5M64 Surface Course and 4” thick Hot Mix Asphalt 19M64 Base Course, storm and sanitary sewer structure improvements, and all other related work necessary for these capital improvements. The project is partially funded by the New Jersey Department of Transportation (NJDOT), requiring full compliance with NJDOT Standard Specifications for Road and Bridge Construction. This initiative aims to enhance urban infrastructure, improve pedestrian safety and accessibility, and modernize critical roadway networks within Bayonne. Prospective bidders are required to meet stringent qualification criteria to ensure project success and compliance with state regulations. All contractors must be registered with the New Jersey Department of Labor for public works projects and adhere to "The Public Works Contractor Registration Act" (N.J.S.A. 34:11-56.48). Furthermore, bidders must provide "Proof of Business Registration" issued by the NJ Department of the Treasury, Division of Revenue, in accordance with N.J.S.A. 52:33-44. Contractors and all subcontractors involved are mandated to attach these registration certificates to their bid submissions. The successful bidder will also be obligated to comply with the New Jersey Prevailing Wage Act, Chapter 150 of the laws of 1963, and all relevant worker health and safety regulations, including N.J.A.C. 17:27, N.J.S.A. 10:5-31 et seq., N.J.A.C. 12:110 et seq., and OSHA (29 CFR 1910). No mandatory pre-bid meetings or site visits are indicated, but documents can be examined at specified locations. Sealed proposals for the 2026 Roadway Improvements will be received and publicly opened on Friday, June 26, 2026, at 11:30 AM, prevailing local time, at the City Council Chambers, City Hall, 630 Avenue C, Bayonne, New Jersey 07002. Bids must be submitted in sealed envelopes clearly marked "Public Bid" and "2026 ROADWAY IMPROVEMENTS," noting the submission date and time. Mailed or courier-delivered bids must be sent to the Purchasing Agent, Room 29, 630 Avenue C, Bayonne, New Jersey 07002, arriving between 9:00 a.m. and 4:00 p.m. prior to the deadline, and not earlier than 48 hours before. Each bid must be accompanied by a certified check, cashier’s check, or bid bond, totaling not less than ten percent (10%) of the bid amount, up to a maximum of $20,000.00. A Certificate (Consent of Surety) with a Power of Attorney for the full bid amount, from a New Jersey-authorized Surety Company, guaranteeing a Performance and Payment Bond for the full contract price, is also required.
