CERTIFIED LEAD BASED PAINT INSPECTOR/RISK ASSESSOR

The City of Bayonne is soliciting qualifications and proposals from Certified Lead Based Paint Inspectors/Risk Assessors for professional/consulting services. This Request for Qualifications/Proposals (RFQ/RFP) seeks a qualified firm or individual to provide comprehensive lead inspection services, including on-site surface-by-surface and room-by-room inspections of both interior and exterior areas of homes using XRF equipment. The scope of work also mandates the contractor to provide and submit all required municipal, county, and state reports to the City of Bayonne at no additional cost. The successful respondent will enter into a non-exclusive, 12-month fixed-price agreement, with an option for one additional one-year extension, if mutually agreed upon. The objective is to identify and assess lead-based paint hazards in properties within the City of Bayonne. This initiative adheres to a “fair and open” contracting process as defined by the New Jersey Local Unit Pay to Play Law (N.J.S.A. 19:44-20.4 et seq.). Contractors must demonstrate proficiency, knowledge, and experience in lead inspection services and must be state-certified lead-based paint inspectors/risk assessors, possessing all necessary qualifications and licenses to perform the requested services. Required documentation for submission includes a current NJ Business Registration Certificate and a Certificate of Good Standing from the State of NJ, Department of the Treasury, Division of Revenue and Enterprise Services. Applicants should provide sample result reports, detail their testing equipment (make, model, condition, serial number, licensing, registration, radiation source, analyzer type, protocol for substrate corrections, and use of a dosimeter), and describe their firm’s ability to provide services, including hours of operation, commitment to expedited services, and number of capable employees. Mandatory insurance requirements include Worker’s Compensation, General Liability ($1,000,000 per occurrence, $2,000,000 aggregate), Automotive Liability ($1,000,000 per occurrence, $2,000,000 aggregate), and Professional Liability ($1,000,000 per occurrence, claims-based). The contract term is set from January 1, 2026, through December 31, 2026.
