An office location in New Jersey, preferably near Bayonne, is required, along with demonstrated experience pertinent to the specified scope of services. The Statement of Qualifications (SOQ) must adhere to an 8.5” x 11” paper format with a minimum 11-point type size for narrative sections and should not include hyperlinks or QR codes. The SOQ content must include a cover letter signed by a person empowered to commit the company, an experience and approach section detailing at least five (5) but no more than ten (10) relevant project examples from the past five years (including summaries, dates, dollar values, owner contacts, and proposed team roles), an organizational/staffing plan, resumes for key personnel, and a cost proposal outlining hourly rates and reimbursable expenses. Proposers are also required to provide comprehensive insurance coverage, including Worker's Compensation, General Liability ($2,000,000 per occurrence / $5,000,000 aggregate), Automotive Liability ($1,000,000 per occurrence / $2,000,000 aggregate), and Professional Liability ($1,000,000 per occurrence), with the City of Bayonne named as an additional insured. One (1) original and three (3) copies of sealed responses must be delivered to the City of Bayonne Law Department, Room 15, 630 Avenue C, Bayonne, New Jersey 07002, on or before the submission deadline of December 9, 2025, at 10:00 a.m. prevailing time. Proposals will be publicly opened at the Dorothy E. Harrington Municipal Council Chambers, 630 Avenue C, Bayonne, New Jersey, on December 9, 2025, at 11:30 a.m. prevailing time. Required submission documents include the City’s Standardized Professional Service RFQ SUBMISSION FORMS (which comprise the Proposal, Qualifications and Costs Submission Form, a signed and notarized Non-Collusion Affidavit, and a signed Disclosure of Ownership form), a copy of the vendor's current NJ Business Registration Certificate, a State of NJ Certificate of Good Standing, a Disclosure of Investment Activities in Iran, and a Certification of non-involvement in prohibited activities in Russia or Belarus. The City reserves the right to extend the deadline, reject any or all submissions, or waive non-mandatory items.
