To be considered for this consultant pool, responding firms must fulfill several mandatory requirements. Applicants must be certified to provide engineering services within the State of New Jersey and maintain a staff of New Jersey licensed or certified professionals adequate to service the City of Bayonne. Additionally, maintaining an office location within New Jersey, preferably in close proximity to the City of Bayonne, is required. Contractors must demonstrate substantial experience and capability directly relevant to the broad scope of services outlined in the RFQ. The Statement of Qualifications must detail a minimum of five and a maximum of ten project examples completed within the past five years that are similar in nature, providing project summaries, service dates, dollar values, client information, and the roles of proposed project team members. Firms must also provide an organizational chart, resumes for key personnel, and a schedule of hourly rates and reimbursable costs. Comprehensive insurance coverage is mandatory, including Worker’s Compensation, General Liability with limits of at least $2,000,000 per occurrence and $5,000,000 aggregate, Automotive Liability of not less than $1,000,000 per occurrence and $2,000,000 aggregate, and Professional Liability with a minimum of $1,000,000 per occurrence, with the City named as an additional insured.
All sealed responses, comprising one original and three copies, must be delivered to the City of Bayonne Law Department, Room 15, located at 630 Avenue C, Bayonne, New Jersey 07002. The firm deadline for submission is December 9, 2025, at 10:00 a.m. prevailing time. Required submission documents include the City’s Standardized Professional Service RFQ Submission Forms, specifically the “Proposal, Qualifications and Costs Submission Form,” a signed and notarized “Non-Collusion Affidavit,” and a signed Disclosure of Ownership form. Furthermore, vendors must include a copy of their current “NJ Business Registration Certificate,” a Certificate of Good Standing from the NJ Division of Revenue and Enterprise Services, a Disclosure of Investment Activities in Iran, and a Certification of non-involvement in prohibited activities in Russia or Belarus. The City retains the right to extend the submission deadline, reject any or all submissions without cause, waive non-mandatory items, or accept proposals deemed to be in the best interest of the City.
