An established office location within New Jersey, preferably in proximity to the City of Bayonne, is highly desirable. Furthermore, firms are required to demonstrate significant experience and capability across the specified scope of services. The Statement of Qualifications (SOQ) must include a signed cover letter, at least five but no more than ten relevant project examples from the past five years detailing project summaries, dates, dollar values, owner contacts, and key team roles, an organizational/staffing plan, resumes for key personnel, and a detailed cost proposal outlining hourly rates and reimbursable expenses. Mandatory insurance coverages include Worker’s Compensation, General Liability ($2,000,000 per occurrence / $5,000,000 aggregate), Automotive Liability ($1,000,000 / $2,000,000 aggregate), and Professional Liability ($1,000,000 per occurrence), with the City named as an additional insured for General Liability.
Sealed responses, consisting of one original and three copies, must be physically received by the City Law Department, located at 630 Avenue C, Room 15, Bayonne, New Jersey 07002, no later than December 9, 2025, at 10:00 a.m. prevailing time. Submissions must incorporate the City’s Standardized Professional Service RFQ SUBMISSION FORMS, including the Proposal, Qualifications and Costs Submission Form, a signed and notarized Non-Collusion Affidavit, a signed Disclosure of Ownership form, a current NJ Business Registration Certificate, a State of NJ Certificate of Good Standing, a Disclosure of Investment Activities in Iran, and a Certification of non-involvement in prohibited activities in Russia or Belarus. All proposals will be publicly opened at the Dorothy E.
