Police Extra Duty Administration Services

The City of Bayonne, New Jersey, is soliciting Qualifications and Proposals (RFQ/RFP) for Police Extra Duty Administration Services, aiming to secure a qualified service provider to assist the Bayonne Police Department. This crucial service involves the comprehensive administration of police extra duty employment, which includes managing the assignment of off-duty officers for various functions such as traffic control for street opening permits, security at sporting events, public gatherings, municipal buildings, and other emerging security needs. The selected contractor will be responsible for maintaining and continuously updating a detailed database of hours worked, generating essential input for payroll processing, and facilitating accurate billing to external entities and residents utilizing these extra duty services. The contract term is initially set for a period not exceeding one year from the contract date, with the potential for one additional one-year renewal at the City's sole discretion. Contractors interested in providing these essential services must possess a proprietary hardware and software computer system capable of generating and documenting weekly police extra duty paychecks, issuing invoices with City-determined administrative fees and late payment penalties, collecting and documenting payments (cash, check, money order, credit card), and monitoring accounts receivable with collection efforts for overdue invoices. The system must also provide a running tab of services remaining and enable online scheduling and processing, ideally compatible with or interfaced with the existing Bayonne Police Department system. Furthermore, the successful firm must provide on-site customer service representatives to administer the extra duty function and manage the database. Mandatory insurance requirements include Worker’s Compensation, General Liability ($1,000,000 per occurrence, $2,000,000 aggregate), Automotive Liability ($1,000,000 per occurrence, $2,000,000 aggregate), and Professional Liability ($1,000,000 per occurrence, claims-based), with the City of Bayonne named as an additional insured on required policies. Sealed proposals and responses must be physically delivered to the City Law Division, located at 630 Avenue C, 1st Floor, Room 15, Bayonne, New Jersey 07002, on or before the firm deadline of August 6, 2025, at 10:00 a.m. prevailing time.
