PROFESSIONAL MEDICAL SERVICES FOR NON-UNIFORMED EMPLOYEES

The City of Bayonne, New Jersey, is soliciting qualifications and proposals from Professional/Consulting/Extraordinary Unspecifiable Services Providers for comprehensive professional medical services specifically for its non-uniformed employees. This Request for Qualifications/Proposals (RFQ/RFP) seeks a firm or firms to perform a wide array of occupational health services, including pre-employment physicals for prospective candidates, return-to-work clearance physicals for both non-work-related injuries/illnesses and worker's compensation cases, and review of drug screens for new hires and existing employees. The scope further encompasses performing examinations and making referrals for appropriate care (e.g., physical therapy, orthopedic referrals), conducting fit-for-duty examinations in accordance with NJ State job descriptions, and providing physicals for taxi-cab drivers for initial applications and annual renewals, with a billing protocol for co-payments if the driver has health insurance. Additionally, the selected provider may be requested to review medical documents, perform physical examinations, and consult on the medical eligibility for restricted parking permits, issuing written reports and offering testimony as needed. The contract term is slated for January 1, 2026, through December 31, 2026. The services also extend to prescribing standing orders for clinic nurses for flu shots, Mantoux testing, and emergency medications, prescribing therapy and prescription medications, acting as an intermediary in negotiations, offering advice in EAP-related situations, assisting in developing procedures for in-house nursing staff and the Health Clinic, and conducting visits/inspections at the City Health Clinic. The provider may also be called upon to examine uniform employees in the absence of their dedicated physician.Prospective contractors must demonstrate a thorough understanding of the requested work and possess expertise relevant to the needs of the City of Bayonne's non-uniformed employees. A mandatory requirement is that the responding firm or entity must be duly licensed by the State of New Jersey to provide professional medical services, and this licensure must remain in good standing throughout the entire contract term. Beyond licensure, stringent insurance requirements include Worker's Compensation Insurance in full force, General Liability Insurance with limits of not less than $1,000,000 per occurrence and $2,000,000 aggregate, Automotive Liability Insurance for owned, hired, and non-owned vehicles with limits of not less than $1,000,000 per occurrence and $1,000,000 aggregate, and Professional Liability Insurance and/or Malpractice Insurance with limits of not less than $2,000,000 per occurrence and $5,000,000 aggregate. Certificates of all required insurance must be from a company authorized to do business in New Jersey and must name the City of Bayonne as an additional insured. The successful contractor will also be required to indemnify, defend, and save harmless the City from any claims arising from the contractor's actions.Sealed responses and proposals must be submitted to the City of Bayonne Law Department, Room 15, located at 630 Avenue C, Bayonne, New Jersey 07002.
