Professional Planning Services as Council on Affordable Housing (COAH) Consultant

The City of Bayonne is soliciting Request for Qualifications/Proposals (RFQ/RFP) for Professional Planning Services to serve as a Council on Affordable Housing (COAH) Consultant. This engagement involves providing licensed planning expertise to the City related to the submission of a Housing Element and Fair Share Plan to the New Jersey Council on Affordable Housing. Key services include coordinating the City's response to COAH information requests, revising the submitted housing plan as necessary, attending and presenting at public hearings, following up on affordable housing credit documentation, assisting in creating a rehabilitation program, and drafting required affordable housing ordinances and resolutions for the Planning Board and Municipal Council. The successful firm will also handle other affordable housing matters as deemed appropriate by the City administration, ensuring comprehensive support for the municipality's COAH obligations. Responding firms or entities must demonstrate a minimum of ten (10) years of experience in providing planning services to municipalities, with a proven track record specifically addressing Council on Affordable Housing issues. Proposers are required to maintain a staff of New Jersey licensed or certified professionals sufficient to effectively service the City of Bayonne and must provide a list of past and present municipalities served as a planning consultant for COAH-related matters. Additionally, the selected Contractor will be required to maintain comprehensive insurance coverage, including Workers Compensation, General Liability with limits of $1,000,000 per occurrence and $2,000,000 aggregate, Automotive Liability with similar limits, and Professional Liability insurance of not less than $1,000,000 per occurrence, which must be claim-based. Submissions must include one (1) original and three (3) copies of sealed responses, which are to be delivered to the City Law Department, Room 15, 630 Avenue C, Bayonne, New Jersey 07002. The deadline for receipt of proposals is December 9, 2025, at 10:00 a.m. prevailing time.
