REDEVELOPMENT/LAND USE COUNSEL/SPECIAL REDEVELOPMENT LAND USE COUNSEL (Land Use, Redevelopment & Real Estate Matters)

The City of Bayonne is actively soliciting Requests for Qualifications/Proposals (RFQ/RFP) from qualified Professional/Consulting/Extraordinary Unspecifiable Services Providers to serve as Redevelopment/Land Use Counsel and/or Special Redevelopment Land Use Counsel. This critical role involves representing the City in all facets of redevelopment, municipal land use law, and real estate law for a contract period not exceeding one year. The comprehensive scope of work includes expert legal advice and representation on matters such as the Fair Housing Act, COAH, affordable housing issues, eminent domain, state regulations impacting municipal land use, NJDEP legislation, and regulations, as well as a thorough familiarity with Titles 40 & 40A of the New Jersey Statutes. Prospective contractors must meet stringent qualification requirements, including maintaining a bona fide office within the State of New Jersey and holding an active license to practice law in New Jersey for a minimum of three years. A proven understanding and demonstrated familiarity with all aspects of redevelopment, municipal land use law, and real estate law, encompassing eminent domain and affordable housing matters, are essential. Additionally, the selected counsel will be required to furnish extensive insurance coverage, including Workers' Compensation, General Liability ($1,000,000 per occurrence, $2,000,000 aggregate), Automotive Liability ($1,000,000 per occurrence, $2,000,000 aggregate), and Professional Liability insurance ($1,000,000 per occurrence), with the City named as an additional insured.
