BAYONNE REDEVELOPMENT & ENVIRONMENTAL PROGRAM MANAGER

The City of Bayonne, NJ, is actively seeking qualifications and proposals from a professional engineering and environmental consulting firm to serve as its Redevelopment & Environmental Program Manager. This critical role involves acting as the City's principal consultant, responsible for managing both internal and external engineering and environmental professional efforts. The comprehensive scope of work includes supporting capital improvements, planning and implementing the Long Term Control Plan, ensuring environmental compliance, overseeing redevelopment planning and implementation, securing grant funding, facilitating open space improvements, and developing climate change resiliency strategies. The selected firm will be instrumental in collaborating with various City departments, including Planning/Zoning, Police, Fire, Building, Public Works, Law, Procurement, and Municipal Services, to advance Bayonne's redevelopment and environmental objectives, creating substantial value for the municipality. Prospective contractors must meet stringent qualification criteria to be considered for this professional services engagement. A minimum of ten years of experience providing consulting services to municipalities with populations exceeding 60,000, demonstrating expertise in improvement projects, road programs, utility upgrades, public building enhancements, recreational facilities, land surveying, and mapping, is mandatory. The firm must be certified to provide engineering services in New Jersey and possess experience in obtaining permits and approvals from state, county, and local regulatory agencies. Furthermore, the successful respondent is required to maintain a staff of New Jersey licensed or certified professionals, including civil engineers, land surveyors, planners, environmental consultants, and construction administrators. Project managers must have at least ten years of municipal experience, and the firm should have a principal office in close proximity to Bayonne for prompt response to emergent matters. Mandatory insurance coverages include Worker’s Compensation, General Liability ($2,000,000 per occurrence / $5,000,000 aggregate), Automotive Liability ($1,000,000 / $2,000,000 aggregate), Professional Liability ($1,000,000 per occurrence), and Environmental Liability ($2,000,000 per occurrence / $5,000,000 aggregate), with the City of Bayonne named as an additional insured.
