BOND COUNSEL/SPECIAL BOND COUNSEL

The City of Bayonne Law Department is soliciting Qualifications and Proposals for Professional/Consulting/Extraordinary Unspecifiable Services for a Bond Counsel or Special Bond Counsel. This Request for Qualifications/Proposals (RFQ/RFP) seeks an attorney or firm to serve as the primary legal representative for the City in all matters related to the issuance of public debt instruments. The selected provider will be responsible for demonstrating comprehensive knowledge of municipal bond and finance law, including specific awareness of the City of Bayonne’s financial situation and requirements, as well as general New Jersey municipal and local finance law. The scope includes all services necessary and incidental to the issuance of bonds and other municipal obligations, with the contract term not exceeding one year commencing from the contract date. The City aims to appoint an attorney or firm possessing expertise in public finance and municipal law to guide its debt issuance processes effectively. Contractors must be licensed to practice law in the State of New Jersey and eligible to appear before all state and federal courts and administrative offices within New Jersey for not less than ten years preceding appointment. A minimum of ten years of experience representing municipal entities in connection with debt obligations is mandatory. The successful applicant must maintain a bona fide office in the State of New Jersey and possess sufficient support staff to provide all required services, including the preparation of necessary documents. Proposers are required to list all past and present public entities represented as Bond Counsel and Special Legal Counsel. Required insurance coverages include Worker’s Compensation, General Liability ($1,000,000 per occurrence, $2,000,000 aggregate), Automotive Liability ($1,000,000 per occurrence, $2,000,000 aggregate), and Professional Liability ($10,000,000 per occurrence, claims-based). Certificates of insurance must be from a company authorized in New Jersey and name the City as an additional insured. Sealed responses, comprising one original and three copies, must be submitted to the City of Bayonne Law Department, Room 15, 630 Avenue C, Bayonne, New Jersey 07002, on or before the submission deadline of November 6, 2025, at 10:00 a.m. prevailing time. Public opening of proposals will occur on November 6, 2025, at 11:30 a.m. at the Dorothy E. Harrington Municipal Council Chambers, located in the Municipal Building at 630 Avenue C, Bayonne, New Jersey. Required submission documents include the Standardized Professional/Consulting/Extraordinary Unspecifiable Service RFQ/RFP SUBMISSION FORMS, a signed and notarized Non-Collusion Affidavit, a signed Disclosure of Ownership form, a Professional/Consulting/Extraordinary Unspecifiable Service Entity Information Form, a copy of the vendor's current NJ Business Registration Certificate, a Certificate of Good Standing from the NJ Division of Revenue and Enterprise Services, and a Disclosure of Investment Activities in Iran Form.
