Community Development Block Grant Program (CDBG) Consultant

The City of Bayonne, New Jersey, is soliciting proposals for a Community Development Block Grant (CDBG) Program Consultant. This Request for Qualifications/Proposals (RFQ/RFP) seeks qualified professional/consulting/extraordinary unspecifiable services to assist the City, its staff, and agents in various CDBG program activities. Key responsibilities include preparing the Fiscal Year Annual Action Plan (pursuant to 24 CFR 91.220) utilizing Community Planning Software, drafting Certifications (24 CFR 91.225), creating Executive Summaries, and producing maps for the Newark HUD Area Office. Additionally, the consultant will be responsible for preparing Annual Performance Reports and Consolidated Annual Performance Evaluation Reports, offering advisory services on HUD Regulations and ESG Programs, and providing Rehabilitation Program Services and staff training throughout the contract period. The contract term is anticipated not to exceed one year, commencing from the contract date and ending December 31, 2024. Prospective contractors must demonstrate extensive proficiency, knowledge, and experience in the outlined CDBG program areas and must be duly qualified and/or licensed to provide all specified services. Expertise should be evidenced through successful past performance on similar contracts with government agencies. Mandatory documentation includes a current NJ Business Registration Certificate and a Certificate of Good Standing from the State of NJ, Department of the Treasury, Division of Revenue and Enterprise Services. Contractors are required to maintain comprehensive insurance coverage, including Workers' Compensation, General Liability (minimum $1,000,000 per occurrence, $2,000,000 aggregate), Automotive Liability (minimum $1,000,000 per occurrence, $2,000,000 aggregate), and Professional Liability (minimum $1,000,000 per occurrence, claims-based). Certificates of insurance must name the City of Bayonne as an additional insured. Sealed proposals and responses must adhere to the standardized Professional/Consulting/Extraordinary Unspecifiable Service RFQ/RFP SUBMISSION FORMS and the General Instructions, Submission and Selection Criteria for Professional/Consulting/Extraordinary Unspecifiable Service Contracts, which are available on the City of Bayonne website or at the City Law Department. Required submission documents include the signed Proposal, Qualifications and Costs Submission Form, a signed and notarized Non-Collusion Affidavit, a signed Disclosure of Ownership form, a Professional/Consulting/Extraordinary Unspecifiable Service Entity Information Form, and a Disclosure of Investment Activities in Iran Form. All sealed submissions must be received by the City Law Department, located at 630 Avenue C, 1st Floor, Room 15, Bayonne, New Jersey 07002, no later than December 10, 2024, at 10:00 a.m. prevailing time.
