Certified Lead Based Paint Inspector/Risk Assessor Services

The City of Bayonne, NJ, is actively seeking qualifications and proposals from state-certified Lead-Based Paint Inspectors/Risk Assessors to provide essential lead inspection services. This engagement involves comprehensive on-site, surface-by-surface, and room-by-room inspections of both interior and exterior residential properties utilizing XRF equipment, adhering strictly to the standards defined in MDCH Lead Hazard Remediation Rule 14 (R 325.9914). The successful firm will enter into a non-exclusive, 12-month fixed-price agreement, commencing January 1, 2025, and concluding December 31, 2025, with an option for one additional mutually agreed-upon one-year extension at the same pricing. Prospective contractors must be state-certified lead-based paint inspectors/risk assessors, demonstrating extensive proficiency, knowledge, and experience in the specified areas, and must be fully licensed to perform all services outlined in the Request for Qualifications/Proposals (RFQ/RFP). Submissions must include two examples of Lead Based Paint Inspection Reports, detailed information on testing equipment (make, model, condition, serial number, licensing, registration, radiation source, analyzer type, substrate correction protocols, dosimeter use), and a description of the firm's operational ability, hours, commitment to expedited services, and the number of employees capable of providing the services. Mandatory insurance coverage includes Worker’s Compensation, General Liability ($1,000,000 per occurrence, $2,000,000 aggregate), Automotive Liability ($1,000,000 per occurrence, $2,000,000 aggregate), and Professional Liability ($1,000,000 per occurrence, claims-based). Sealed proposals must be delivered to the City Law Department, located at 630 Avenue C, 1st Floor, Room 15, Bayonne, New Jersey 07002. The firm deadline for submission is November 7, 2024, at 10:00 a.m. prevailing time.
