City Planning Consultant Services

The City of Bayonne, New Jersey, is soliciting qualifications and proposals for professional planning services to serve as a City Planning Consultant. This request, issued under a "fair and open" contracting process in accordance with the New Jersey Local Unit Pay to Play Law, seeks a qualified firm or firms to provide licensed planning expertise for various municipal planning issues. The comprehensive scope of work includes assisting with comprehensive plan amendments and updates, ensuring consistency across comprehensive plans, zoning, and land development regulations, resolving complex planning issues for staff, providing mapping capabilities and GIS experience, and keeping the City abreast of legislative updates to ensure compliance. Additionally, the consultant will be responsible for reviewing development plans such as subdivisions, site plans, and capital projects, attending development review meetings and Council Meetings as required, facilitating inter-agency coordination, and reviewing and commenting on land development regulations, along with performing all other relevant assignments related to land planning as requested by the City. The contract term is for a period not to exceed one year from the contract date. Prospective contractors must meet stringent qualification requirements to be considered for this professional service engagement. The responding firm or entity is mandated to possess a minimum of ten years of demonstrated experience in providing planning services to municipalities, including a proven track record with a wide range of planning issues. Furthermore, the firm must maintain a staff of New Jersey licensed or certified professionals sufficient to adequately service the City of Bayonne's needs and must have experience in the preparation of grant applications. Firms are also required to list past and present municipalities they have served as a planning consultant. Comprehensive insurance coverage is critical, necessitating Worker’s Compensation Insurance, General Liability Insurance with limits of not less than $1,000,000 per occurrence and $2,000,000 aggregate, Automotive Liability Insurance with similar $1,000,000 per occurrence and $2,000,000 aggregate limits, and Professional Liability Insurance (claims-based) with limits of not less than $1,000,000 per occurrence. Certificates of insurance naming the City as an additional insured must be from a company authorized to operate in New Jersey. Sealed responses and proposals for this Request for Qualifications/Proposals (RFQ/RFP) are due by December 10, 2024, at 10:00 a.m. prevailing time.
