Consultant Pool for General Municipal Engineering Services (Including In-House Engineer)

The City of Bayonne, New Jersey, is soliciting Requests for Qualifications (RFQ) from professional services providers to establish a Consultant Pool for General Municipal Engineering Services, including the potential for an In-House Engineer. This comprehensive scope of work encompasses a wide range of municipal engineering needs, such as the design, maintenance, permitting, and construction administration for vital infrastructure projects. Specific areas include utilities (stormwater, sewer, water, combined sewer systems), open space improvements (parks, waterfront promenades), road and streetscape enhancements, bridges, waterfront infrastructure development, flood resiliency infrastructure, and ecological improvements (wetlands, riparian zones, living shorelines). Additionally, selected firms may be involved in developer site plan reviews, redevelopment studies and planning, and traffic and transportation engineering. The City seeks expertise in civil, marine, traffic, M/E/P, and structural engineering, alongside proficiency in local, state, and federal permitting, construction administration, survey and geospatial services, grant/funding applications, landscape architecture, and geotechnical/foundation engineering. Responding firms must be certified to provide engineering services in the State of New Jersey and maintain a staff of New Jersey licensed or certified professionals sufficient to serve the City of Bayonne. A key requirement is maintaining an office location within the State of New Jersey, with a preference for proximity to the City of Bayonne. Respondents must demonstrate substantial experience and capability directly relevant to the outlined scope of services, providing at least five, but no more than ten, project examples completed within the last five years that are similar in nature. The Statement of Qualifications (SOQ) must include a signed cover letter, a detailed experience and approach section, an organizational/staffing plan (including subconsultants if applicable), resumes for key personnel, and hourly rates for personnel along with other potential reimbursable costs. Sealed responses, consisting of one original and three copies, must be received by the City Law Division, located at 630 Avenue C, 1st Floor, Room 15, Bayonne, New Jersey 07002. The submission deadline is precisely December 10, 2024, at 10:00 a.m. prevailing time. Required submission documents include the City’s Standardized Professional Service RFQ SUBMISSION FORMS (Proposal, Qualifications and Costs Submission Form, Non-Collusion Affidavit, Disclosure of Ownership form), a copy of the vendor's current NJ Business Registration Certificate, a State of NJ Certificate of Good Standing, a Disclosure of Investment Activities in Iran, and a Certification of non-involvement in prohibited activities in Russia or Belarus.
