CONSULTANT POOL FOR TRAFFIC ENGINEERING & PLANNING

The City of Bayonne is soliciting qualifications from professional services providers for a Consultant Pool specializing in Traffic Engineering & Planning. This Request for Qualifications (RFQ) seeks firms with significant experience in providing comprehensive traffic engineering and planning services for urban municipalities, particularly those with experience in New Jersey. The extensive scope of services includes, but is not limited to, assisting with the review of site plans, traffic impact studies, and related materials for development and redevelopment applications. Additionally, consultants will provide professional traffic planning input for redevelopment studies and plans, prepare NJDOT Highway Access Permit applications, and conduct various traffic counting services such as turning movements, speed, volume, and vehicle classification. The engagement also encompasses developing and reviewing electric, traffic, and maintenance and protection of traffic (MPT) plans, performing roadway design, pavement marking, signal warrant surveys, and Synchro/HCS analyses. Further responsibilities involve field inspections, transportation, transit, and freight planning and modeling, traffic signal progression and calming studies, crash and safety countermeasure analyses, and assisting with technical grant writing and the preparation of Federal and State Aid documents. The City intends to select one or more qualified firms, establishing a pre-qualified pool for as-needed services over a one-year contract term. Qualified firms must be certified to provide surveying services in the State of New Jersey and maintain a staff of New Jersey licensed or certified professionals sufficient to serve the City of Bayonne. A mandatory requirement includes maintaining an office location within the State of New Jersey, with a preference for proximity to Bayonne. Respondents must demonstrate substantial experience and capability aligned with the specified scope of services. The Statement of Qualifications (SOQ) must adhere to a strict format, including an 8.5” x 11” paper size with 11-point narrative type, and should not contain hyperlinks or QR codes. The SOQ content requires a cover letter signed by an empowered representative, a detailed "Experience and Approach" section with at least five (5) but no more than ten (10) project examples from the past five years, outlining project summaries, dates, dollar values, owners, and key personnel roles. An "Organization/Staffing Plan" with an organizational chart and subconsultant details, along with resumes for all key personnel, is also required. Firms must also commit to comprehensive insurance coverage, including Worker’s Compensation, General Liability with limits of not less than $2,000,000 per occurrence and $5,000,000 aggregate, Automotive Liability of $1,000,000 per occurrence and $2,000,000 aggregate, and Professional Liability of $1,000,000 per occurrence, with the City of Bayonne named as an additional insured. One original and three copies of the sealed responses must be submitted to the City Law Division, located at 630 Avenue C, 1st Floor, Room 15, Bayonne, New Jersey 07002. The firm submission deadline is precisely December 10, 2024, at 10:00 a.m. prevailing time. Required submission documents include the City’s Standardized Professional Service RFQ SUBMISSION FORMS, which encompass the Proposal, Qualifications and Costs Submission Form, a signed and notarized Non-Collusion Affidavit, a signed Disclosure of Ownership form, a copy of the vendor's current NJ Business Registration Certificate, and a Certificate of Good Standing from the NJ Department of the Treasury. Additionally, respondents must include a Disclosure of Investment Activities in Iran and a Certification of non-involvement in prohibited activities in Russia or Belarus. The City reserves the right to extend the deadline, reject any or all submissions, or waive non-mandatory items.
