Environmental Consultant Services

The City of Bayonne, New Jersey, is soliciting qualifications and proposals for professional environmental consultant services. This Request for Qualifications/Proposals (RFQ/RFP) seeks to appoint a firm or firms to address environmental issues on residential, commercial, and industrial sites throughout the city. The comprehensive scope of work includes, but is not limited to, all phases of investigation and remediation, emergency response to contaminant releases, obtaining necessary permits and approvals from federal, state, and local regulatory agencies, preparation of grant applications, and providing expert litigation support on environmental matters affecting water, air, solid waste, hazardous waste, and historic fill, including underground storage tanks. The selected consultant(s) will be responsible for providing a broad spectrum of environmental services commonly identified in urban areas like Hudson County. Prospective contractors must demonstrate extensive knowledge and experience in environmental services for municipalities, specifically possessing a minimum of ten (10) years of experience in providing such services to cities, including demonstrated expertise with a wide range of environmental issues under current federal and state environmental laws. Mandatory qualifications include proper certification to provide environmental consulting services, maintaining a staff of New Jersey licensed or certified professionals, and having project managers with at least ten (10) years of municipal experience. Furthermore, responding firms must maintain a principal office location in close proximity to the City of Bayonne to ensure prompt response to emergent matters. Required insurance coverages include Worker’s Compensation, General Liability ($2,000,000 per occurrence / $5,000,000 aggregate), Automotive Liability ($2,000,000 per occurrence / $5,000,000 aggregate), Professional Liability ($2,000,000 per occurrence), and Environmental Liability ($2,000,000 per occurrence / $5,000,000 aggregate), with certificates naming the City as an additional insured required upon contract award. Sealed proposals and responses must be submitted to the City Law Department, located at 630 Avenue C, 1st Floor, Room 15, Bayonne, New Jersey 07002. The firm deadline for submission is February 21, 2024, at 10:00 a.m. prevailing time. Required submission documents include the Standardized Professional/Consulting/Extraordinary Unspecifiable Service RFQ/RFP SUBMISSION FORMS, a signed and notarized Non-Collusion Affidavit, a signed Disclosure of Ownership form, a Professional/Consulting/Extraordinary Unspecifiable Service Entity Information Form, a copy of the vendor's current NJ Business Registration Certificate, a Certificate of Good Standing from the NJ Department of the Treasury, and a Disclosure of Investment Activities in Iran Form.
