Environmental Consultant

The City of Bayonne, NJ, is actively seeking qualifications and proposals from experienced Environmental Consultants to provide comprehensive services for various environmental issues affecting residential, commercial, and industrial sites within the city limits. This Request for Qualifications/Proposals (RFQ/RFP) aims to select a firm or firms capable of handling a broad spectrum of environmental challenges, including but not limited to emergency response, site investigation, remediation of current and historic contaminant releases, obtaining necessary permits and approvals from federal, state, and local regulatory agencies, assistance with grant applications, and providing crucial litigation support in matters involving water, air, solid waste, hazardous waste, historic fill, and underground storage tanks. The contract term is anticipated to be for a period not exceeding one (1) year, commencing from the official contract date, ensuring ongoing expert support for the City's environmental compliance and remediation efforts. Responding firms must demonstrate extensive knowledge and experience relevant to environmental services required by a city exceeding 60,000 residents, particularly those matters directly impacting the City of Bayonne. Mandatory qualifications include proper certification to provide environmental consulting services for all investigation and remediation phases within urban areas of Hudson County, NJ, and a minimum of ten (10) years of experience in municipal environmental consulting. This experience must encompass a wide range of issues, including emergency response, investigation, and remediation under current federal and state environmental laws. Firms must maintain a staff of New Jersey licensed or certified professionals, have project managers with at least ten (10) years of municipal experience, and possess a principal office location in close proximity to the City of Bayonne to ensure prompt response to emergent matters. Required insurance coverage includes Worker's Compensation, General Liability ($2,000,000 per occurrence / $5,000,000 aggregate), Automotive Liability ($2,000,000 per occurrence / $5,000,000 aggregate), Professional Liability ($2,000,000 per occurrence), and Environmental Liability ($2,000,000 per occurrence / $5,000,000 aggregate). Sealed proposals and responses must be submitted to the City Law Department, located at 630 Avenue C, 1st Floor, Room 15, Bayonne, New Jersey 07002.
