Grant Writer and Management Consulting

The City of Bayonne, New Jersey, through its Law Department, is soliciting Qualifications and/or Proposals from Consulting Services Providers for comprehensive Grant Writer and Management Consulting services. The core project involves assisting the City in the application, processing, reporting, auditing, and exercising of federal, state, and local grants. The scope of work is extensive, encompassing the clean-up of previous grants in various stages of completion, collection of already awarded grant monies, application for current grants across all governmental levels, coordination of grant money spending from diverse sources, and meticulous administration and record-keeping for both required reporting and internal purposes. This critical role aims to enhance the City's capacity to secure and manage external funding effectively, supporting various municipal initiatives. The initial contract term is slated for one year, commencing January 1, 2026, and concluding December 31, 2026, with a provision for four (4) possible one-year renewal options at the City's sole discretion. Prospective contractors must demonstrate significant experience, including at least five (5) years in the profession with specific exposure to grant writing issues. Mandatory requirements include the ability to attend City meetings and possessing sufficient support staff to fulfill all service demands. Bidders are required to list past and present public entities they have represented as a Grant Writer, specifically highlighting at least six public entities within a 100-mile radius of Bayonne serviced by their firm. Comprehensive insurance coverage is critical: Worker’s Compensation, General Liability with limits of not less than $1,000,000 per occurrence and $2,000,000 aggregate, Automotive Liability with similar $1,000,000/$2,000,000 limits, and Professional Liability (claims-based) of not less than $1,000,000 per occurrence. Certificates of Insurance must name the City of Bayonne as an additional insured. Submissions require one original and three copies of sealed responses, which must be received by the City Law Department, Room 15, 630 Avenue C, Bayonne, New Jersey 07002, on or before the specified deadline. Required documents include Standardized SFP Submission Forms (Proposal, Qualifications and Costs Submission Form, Non-Collusion Affidavit, Disclosure of Ownership form), a current NJ Business Registration Certificate, a State of NJ Certificate of Good Standing, Disclosure of Investment Activities in Iran, and Certification of Non-Involvement in Prohibited Activities in Russia or Belarus. The firm submission deadline is December 9, 2025, at 10:00 a.m. prevailing time. A public opening of all proposals will occur on December 9, 2025, at 11:30 a.m. prevailing time, at the Dorothy E.
