Investment Advisor Services

The City of Bayonne's Law Department is actively soliciting Requests for Qualifications/Proposals (RFQ/RFP) from qualified professional/consulting service providers to serve as its Investment Advisor. The comprehensive scope of work requires the selected advisor to conduct a thorough analysis of the City’s various funds and accounts, subsequently developing and executing a robust investment strategy for City-held funds. This engagement includes the procurement of selected investments in coordination with the City’s custodial bank(s), ongoing monitoring of City assets and investments, and regular meetings with City officials to report on investment strategy progress. Furthermore, the advisor will be responsible for presentations to the City Council as necessary regarding investment performance, evaluating and advising on the risk of securities and Permitted Investments, monitoring funds for future investment needs, discussing market activity, conducting annual reviews of the City’s Cash Management Plan, soliciting offerings from broker-dealers/banks, and managing the settlement process for securities and Permitted Investments. The contract period is set for one year, from January 1, 2026, to December 31, 2026, with a potential one-year renewal option at the City's sole discretion. Prospective Investment Advisors must demonstrate significant licensure, extensive experience, and a strong professional reputation within the financial services industry. Key qualifications include the proven ability to comprehensively address, complete, and facilitate all items outlined in the scope of services, coupled with demonstrated expertise in all pertinent forms, rules, and calculations. Bidders are specifically required to possess deep experience and knowledge of the workings and trading dynamics of the U.S. Treasury, Agency, and Municipal Bond Markets, alongside familiarity with the City of Bayonne and the subject matter of the contract. Availability to accommodate all required meetings with City officials is also a crucial factor. Mandatory insurance coverage includes Workers’ Compensation, General Liability with limits of not less than $1,000,000 per occurrence and $2,000,000 aggregate, Automotive Liability with similar limits of $1,000,000 per occurrence and $2,000,000 aggregate, and Professional Liability (claims-based) with limits of not less than $1,000,000 per occurrence, with the City named as an additional insured. Responses to this RFQ/RFP must be submitted as one (1) original and three (3) copies to the City of Bayonne Law Department, Room 15, located at 630 Avenue C, Bayonne, New Jersey 07002. The absolute submission deadline is December 9, 2025, at 10:00 a.m. prevailing time. Required documentation includes the Standardized Professional Service RFQ/RFP SUBMISSION FORMS, which must contain the signed and dated Proposal, Qualifications and Costs Submission Form, a notarized Non-Collusion Affidavit, and a signed Disclosure of Ownership form. Additionally, a copy of the vendor's current NJ Business Registration Certificate and a State of NJ Certificate of Good Standing are mandatory. A detailed cost proposal outlining the fee structure and anticipated reimbursable costs based on the scope of services is also required.
