Licensed Site Remediation Professional (LSRP) Services

The City of Bayonne is soliciting qualifications and proposals from Licensed Site Remediation Professionals (LSRP) to provide comprehensive environmental consulting services for a range of issues affecting residential, commercial, and industrial sites within the city. This Request for Qualifications/Proposals (RFQ/RFP) seeks firms capable of addressing environmental concerns, including emergency response, investigation, and remediation of current and historic contaminant releases, obtaining necessary permits and approvals from various regulatory agencies, and offering litigation support for environmental matters impacting water, air, solid waste, hazardous waste, historic fill, and underground storage tanks. The selected firm(s) will be instrumental in managing the City's environmental challenges, demonstrating expertise aligned with the needs of a municipality with over 60,000 residents and ensuring compliance with all applicable federal, state, and local statutes and regulations. Prospective contractors must demonstrate substantial qualifications, including proper certification for environmental consulting across all phases of investigation and remediation, particularly concerning issues common in urban areas of Hudson County, New Jersey. A minimum of ten (10) years of experience providing environmental consulting services to municipalities is required, coupled with demonstrated expertise in a wide array of environmental issues. Firms must maintain a staff of New Jersey licensed or certified professionals, crucially including LSRPs with permanent license status from the NJDEP, and project managers each possessing at least ten years of municipal experience. Additionally, respondents must have a principal office in close proximity to the City of Bayonne to ensure prompt response to emergent matters, and exhibit experience in grant application preparation. Mandatory insurance coverage includes Worker’s Compensation, General Liability ($1,000,000 per occurrence / $3,000,000 aggregate), Automotive Liability ($1,000,000 per occurrence / $2,000,000 aggregate), and Professional Liability ($1,000,000 per occurrence / $3,000,000 aggregate), with certificates naming the City as an additional insured. Submissions must include one original and three copies of sealed responses, incorporating "The Standardized Professional/Consulting/Extraordinary Unspecifiable Service RFQ/RFP SUBMISSION FORMS," a signed and notarized "Non-Collusion Affidavit," a signed Disclosure of Ownership form, a Professional/Consulting/Extraordinary Unspecifiable Service Entity Information Form, a copy of the vendor's current "NJ Business Registration Certificate," a New Jersey Certificate of Good Standing, and a Disclosure of Investment Activities in Iran Form.
