MENTAL HEALTH SERVICES TO PROVIDE EMPLOYEE ASSISTANCE PROGRAM (EAP) MENTAL HEALTH SERVICES

The City of Bayonne is actively seeking professional/consulting/extraordinary unspecifiable services for the provision of Employee Assistance Program (EAP) Mental Health Services for its municipal employees. This Request for Qualifications/Proposals (RFQ/RFP) invites qualified professional service providers to deliver comprehensive mental health support, encompassing a broad range of EAP mental health services tailored to the specific needs of public sector personnel. The successful contractor will be responsible for implementing and managing an effective EAP program, ensuring municipal employees have access to vital mental health resources and support. The intended contract term for these essential mental health services is scheduled to commence on January 1, 2026, and conclude on December 31, 2026. Prospective contractors must meet stringent eligibility criteria to be considered for this significant engagement. Applicants are required to be duly licensed by the State of New Jersey to provide mental health services, maintaining their licensure in good standing throughout the contract term. A mandatory minimum of ten (10) years of demonstrable experience in successfully providing EAP mental health services specifically to employees of public entities is also required, showcasing a deep understanding of relevant programs and processes. Furthermore, the responding firm or entity must maintain a bona fide principal office within the State of New Jersey and possess sufficient qualified staff to effectively deliver all necessary EAP mental health services to the City of Bayonne’s municipal employees. Comprehensive insurance coverage is also mandated, including Worker's Compensation, General Liability ($1,000,000 per occurrence, $2,000,000 aggregate), Automotive Liability ($1,000,000 per occurrence, $2,000,000 aggregate), and Professional Liability/Malpractice Insurance ($1,000,000 per occurrence, claims-based), with the City of Bayonne named as an additional insured. Sealed responses to this vital RFQ/RFP must be meticulously prepared and submitted as one (1) original and three (3) copies.
