Additionally, T-1 Traffic Engineering, S-1 Surveying Level A, and G-2 Geotechnical Design can be met by either the prime or subconsultants. All proposing firms and their subcontractors are required to possess a valid New Jersey Business Registration Certificate (BRC) and demonstrate a commitment to an Emerging Small Business Enterprise (ESBE) participation goal of at least 13.23%, or provide documentation of good faith efforts to achieve this. Consultants must also provide evidence of their experience on similar projects completed within the last five years or currently at least 50% complete, including references. Required insurance coverage includes Workers Compensation ($1 million), Commercial General Liability ($1 million per occurrence, $3 million aggregate), Automobile Liability ($500,000 per accident), and Consultant’s Errors and Omissions ($1 million per claim, renewable for five years post-completion).
Proposals are due by January 14, 2025, at 11:00 AM ET. Submissions must be delivered in paper media, comprising two separate sealed packages—one for the technical proposal (five bound copies, one marked 'ORIGINAL') and one for the cost proposal (three bound copies, one marked 'ORIGINAL'), along with an electronic copy of both (PDF for technical and cost, MS Excel for cost) on a CD or USB flash drive. Proposals must be addressed to the City of Bayonne Law Department, Attn: John Coffey, Esq., Law Director, 630 Avenue C, Room 15, Bayonne, NJ 07002. Late proposals will not be accepted.
