PRELIMINARY ENGINEERING AND DESIGN - Pedestrian Bridge over Route 440 Between the 34th Street LRT Station and The Peninsula at Bayonne Harbor (PABH)

The City of Bayonne is soliciting proposals for preliminary engineering and design services for a crucial Pedestrian Bridge project over New Jersey State Highway Route 440. This vital infrastructure initiative aims to connect the existing 34th Street Hudson Bergen Light Rail (HBLRT) station with The Peninsula at Bayonne Harbor (PABH), a redeveloped area that was formerly the Military Ocean Terminal, Bayonne (MOTBY). The project falls under the North Jersey Transportation Planning Authority’s (NJTPA) Local Capital Project Delivery (LCPD) Program. The comprehensive scope of work includes developing detailed preliminary engineering plans, conducting a detailed topographic and Right-of-Way (ROW) survey, performing geotechnical investigations, and completing a National Environmental Policy Act (NEPA) Categorical Exclusion Document (CatX) to secure necessary approvals from the Interagency Review Committee. This project is federally funded by a Federal Highway Administration (FHWA) grant, necessitating compliance with all applicable federal regulations and contracting provisions. Prospective consultants must be pre-qualified by the New Jersey Department of Transportation (NJDOT) in specific disciplines, including B-1 Bridge Design – Non Movable Structures - Level C, T-7 Transportation Planning, I-1 Bridge Inspection-Simple Bridges – Level A, which must be held by the prime consultant. Additionally, T-1 Traffic Engineering, S-1 Surveying Level A, and G-2 Geotechnical Design can be met by either the prime or subconsultants. All proposing firms and their subcontractors are required to possess a valid New Jersey Business Registration Certificate (BRC) and demonstrate a commitment to an Emerging Small Business Enterprise (ESBE) participation goal of at least 13.23%, or provide documentation of good faith efforts to achieve this. Consultants must also provide evidence of their experience on similar projects completed within the last five years or currently at least 50% complete, including references. Required insurance coverage includes Workers Compensation ($1 million), Commercial General Liability ($1 million per occurrence, $3 million aggregate), Automobile Liability ($500,000 per accident), and Consultant’s Errors and Omissions ($1 million per claim, renewable for five years post-completion). Proposals are due by January 14, 2025, at 11:00 AM ET. Submissions must be delivered in paper media, comprising two separate sealed packages—one for the technical proposal (five bound copies, one marked 'ORIGINAL') and one for the cost proposal (three bound copies, one marked 'ORIGINAL'), along with an electronic copy of both (PDF for technical and cost, MS Excel for cost) on a CD or USB flash drive.
