PROFESSIONAL ENGINEERING SERVICES

The City of Bayonne, New Jersey, is soliciting Qualifications and Proposals (RFQ/RFP) for comprehensive professional engineering services through a "fair and open" contracting process as defined by the New Jersey Local Unit Pay to Play Law (N.J.S.A. 19:44-20.4 et seq.). The scope of work encompasses various critical engineering functions, including General/In-House Engineering, Special Project Engineering, On-Call Engineering, and Traffic Engineering. Specific services required are Land Surveying, Site/Civil Engineering, Municipal Engineering, Professional Testimony, Construction Administration, Inspection & Management, Environmental Engineering, Regulatory Compliance for NJDEP NFA/CNS letters and CERCLA Covenants, Environmental Impact Statements, Cost Estimating, Geotechnical Engineering, Site Safety & Quality Assurance, and Traffic and Transportation. Firms must clearly indicate which of these professional engineering services they are responding to within their proposal. The contract period will not exceed one (1) year from the contract date. Responding firms must meet stringent general requirements, including certification to provide engineering services in the State of New Jersey, a minimum of ten (10) years of experience in providing consulting services to municipalities with populations exceeding 60,000, and demonstrated experience in improvement projects, road programs, utility upgrades, public building improvement programs, recreational facilities, land surveying, and mapping projects. Contractors must also be experienced in obtaining permits from various regulatory agencies, maintain a staff of New Jersey licensed/certified professionals (e.g., civil engineers, land surveyors, planners, environmental consultants, construction administrators), and possess a principal office in close proximity to the City of Bayonne for prompt response to emergent matters. Furthermore, firms must be experienced in grant application preparation and have project managers with at least ten (10) years of municipal experience. Comprehensive insurance coverage is mandatory, including Worker’s Compensation, General Liability ($2,000,000 per occurrence / $5,000,000 aggregate), Automotive Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Professional Liability ($1,000,000 per occurrence, claims-based), and Environmental Liability ($2,000,000 per occurrence / $5,000,000 aggregate), with the City named as an additional insured. All proposals must be submitted using "The Standardized Professional/Consulting/Extraordinary Unspecifiable Service RFQ/RFP SUBMISSION FORMS," available on the City of Bayonne website (http://www.BayonneNJ.org) or at the City Law Department (630 Avenue C, 1st Floor, Rm. 15, Bayonne, NJ 07002). Required submission documents include a signed Proposal, Qualifications and Costs Submission Form, a signed and notarized Non-Collusion Affidavit, a signed Disclosure of Ownership form, a Professional/Consulting/Extraordinary Unspecifiable Service Entity Information Form, a copy of the vendor's current NJ Business Registration Certificate, a State of NJ Certificate of Good Standing, and a Disclosure of Investment Activities in Iran Form. Sealed proposals must be received in the City Law Department, located at 630 Avenue C, 1st Floor, Room 15, Bayonne, New Jersey 07002, on or before the deadline of **December 11, 2023, at 10:00 a.m. prevailing time**.
