PROFESSIONAL LEGAL SERVICES LABOR ATTORNEY

The City of Bayonne Law Department is soliciting proposals for Professional Legal Services to retain a Labor Attorney. This critical engagement involves representing the City in a comprehensive range of labor and employment matters, including collective bargaining negotiations, disciplinary matters, litigation before administrative boards and courts, arbitration hearings, and PERC hearings. The selected legal counsel will also provide legal advice and opinions on related issues, including acting as hearing officers for internal disciplinary matters. The contract is scheduled to commence on January 1, 2026, and conclude on December 31, 2026, serving as vital support for the City's legal and operational stability in labor relations. This initiative is being conducted under a "fair and open" contracting process in accordance with the New Jersey Local Unit Pay to Play Law (N.J.S.A. 19:44-20.4 et seq.). Prospective contractors must meet stringent qualification requirements to be considered for this professional service contract. Applicants are mandated to maintain a bona fide office within the State of New Jersey and must hold an active license to practice law in New Jersey for a minimum of three years, ensuring eligibility to appear before all state and federal courts in New Jersey, as well as New Jersey administrative agencies and the Office of Administrative Law. Expertise is required across several legal areas, including criminal defense, tort law, contract law, workers' compensation, administrative law, labor and employment law, administrative disciplinary matters, civil rights litigation, and general municipal law. Furthermore, comprehensive insurance coverage is mandatory, encompassing Worker’s Compensation, General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automotive Liability ($1,000,000 per occurrence / $2,000,000 aggregate), and Professional Liability ($2,000,000 per occurrence), with the City of Bayonne named as an additional insured on all required policies.
