Professional Legal Services Municipal Court Public Defender

The City of Bayonne is actively seeking professional legal services for a Municipal Court Public Defender through a Request for Qualifications/Proposals (RFQ/RFP). This vital procurement initiative aims to appoint up to four (4) qualified sole practitioners or law firms to provide comprehensive legal representation to indigent individuals facing charges in the Bayonne Municipal Court. The extensive scope of work demands legal professionals capable of defending clients in both in-person and virtual hybrid sessions for matters including, but not limited to, violations of New Jersey Statutes Title 2C and Title 39, as well as infractions under the Hudson County Administrative Code (1976) and City of Bayonne Revised General Ordinances pertaining to zoning, land use, property maintenance, building, construction, and health. Contractors will be responsible for meticulously handling all phases of defense, encompassing discovery, depositions, motions, pretrial and post-trial hearings, trials, and all other reasonably related collateral functions, including the preparation of expert and lay investigation. Each contract will span from January 1, 2026, to December 31, 2026, with compensation structured at $400 per session for up to four (4) sessions per week. Prospective professional service providers must meet rigorous qualification criteria to be considered for this critical role within the City of Bayonne’s legal system. Key requirements include holding a valid license to practice law in the State of New Jersey for a minimum of five (5) years preceding the proposed appointment, along with demonstrated eligibility to appear before all municipal, state, and federal courts, as well as New Jersey administrative agencies. Furthermore, applicants are mandated to possess a minimum of five (5) years of direct, relevant experience in representing defendants in municipal courts throughout the State of New Jersey. Bidders are also required to provide a list of past and present municipal or government authorities they have represented and must maintain a bona fide principal office within the State of New Jersey, supported by adequate staff. Mandatory insurance coverages include Worker’s Compensation, General Liability with limits of $1,000,000 per occurrence and $2,000,000 aggregate, Automotive Liability at $1,000,000 per occurrence and $2,000,000 aggregate, and Professional Liability with limits of $1,000,000 per occurrence, which must be claims-based. Certificates of Insurance, naming the City as an additional insured, are required upon contract award. No mandatory pre-bid meetings or site visits are stipulated in the solicitation document.
