PROFESSIONAL LEGAL SERVICES MUNICIPAL TAX ATTORNEY

The City of Bayonne, New Jersey, is actively seeking qualifications and proposals from experienced legal professionals for the provision of Municipal Tax Attorney services. This professional/consulting/extraordinary unspecifiable service aims to secure legal representation for the City in all tax-related matters, including, but not limited to, handling tax appeals before the tax court. The selected attorney will be responsible for a comprehensive scope of work that encompasses tracking, researching, fully litigating tax appeals or counterclaims, preparing necessary settlement documents and related resolutions, and maintaining consistent coordination and communication with appropriate City of Bayonne personnel regarding the status of these activities. The contract term for these vital services is slated to commence on January 1, 2026, and conclude on December 31, 2026, operating under a “fair and open” contracting process as defined by the New Jersey Local Unit Pay to Play Law (N.J.S.A. 19:44-20.4 et seq.). Contractors interested in this opportunity must meet stringent qualifications, including being licensed to practice law in the State of New Jersey for a minimum of ten (10) years prior to the proposed appointment. Furthermore, applicants must be eligible to appear before all state and federal courts in New Jersey, as well as New Jersey administrative agencies and the Office of Administrative Law. A mandatory requirement includes maintaining a bona fide principal office within the State of New Jersey. Prospective attorneys are required to demonstrate profound knowledge of general New Jersey tax law and provide a list of past and present municipal or government authorities they have represented. The selected firm must possess sufficient support staff to ensure all required legal services are adequately provided. Additionally, comprehensive insurance coverage is mandated, including Workers' Compensation, General Liability with limits of not less than $1,000,000 per occurrence and $2,000,000 aggregate, Automotive Liability with similar limits, and Professional Liability (claims-based) with limits of not less than $1,000,000 per occurrence, with all certificates naming the City as an additional insured. Responses to this Request for Qualifications/Proposals (RFQ/RFP) must be meticulously prepared and submitted in a sealed format. Required documentation includes the Standardized Professional/Consulting/Extraordinary Unspecifiable Service RFQ-RFP SUBMISSION FORMS, a signed Proposal, Qualifications and Costs Submission Form, a signed and notarized Non-Collusion Affidavit, a signed Disclosure of Ownership form, a Professional/Consulting/Extraordinary Unspecifiable Service Entity Information Form, a copy of the vendor's current NJ Business Registration Certificate, a Certificate of Good Standing from the NJ Division of Revenue and Enterprise Services, and a Disclosure of Investment Activities in Iran Form. One original and three copies of the sealed responses must be physically delivered to the City of Bayonne Law Department, Room 15, 630 Avenue C, Bayonne, New Jersey 07002. The absolute deadline for submission is November 6, 2025, at 10:00 a.m. prevailing time. A public opening of all proposals will occur on November 6, 2025, at 11:30 a.m. prevailing time, at the Dorothy E.
