PROFESSIONAL LEGAL SERVICES RENT CONTROL BOARD ATTORNEY

The City of Bayonne is actively soliciting professional legal services for a Rent Control Board Attorney through a Request for Qualifications/Proposals (RFQ/RFP) process, structured as a "fair and open" contracting opportunity in compliance with the New Jersey Local Unit Pay to Play Law (N.J.S.A. 19:44-20.4 et seq.). This essential engagement requires a legal professional to represent the City of Bayonne Rent Control Board comprehensively. The scope of work involves active participation in Rent Control Board meetings, conducting hearings, managing appeals brought before the Board, and providing critical assistance in the drafting and preparation of amendments to the existing Rent Control Ordinance. The selected attorney will ensure the Rent Control Board operates effectively and within legal frameworks, collaborating closely with City of Bayonne personnel on all relevant matters. Prospective contractors must meet stringent qualifications to be considered for this vital role. Applicants must be licensed to practice law in the State of New Jersey for a minimum of five (5) years preceding the proposed appointment and must be eligible to appear before all state and federal courts in New Jersey, as well as various New Jersey administrative agencies and the Office of Administrative Law. A prerequisite is demonstrating a minimum of five (5) years of experience specifically in the representation of municipal governments in rent control board-related matters, accompanied by a list of past and present municipal or government authorities represented. The responding firm or entity must maintain a bona fide principal office within the State of New Jersey and guarantee sufficient support staff to handle all required legal services. Mandatory insurance coverages include Workers Compensation, General Liability with limits of not less than $1,000,000 per occurrence and $2,000,000 aggregate, Automotive Liability with limits of not less than $1,000,000 per occurrence and $2,000,000 aggregate, and Professional Liability with limits of not less than $1,000,000 for any one occurrence (claims-based). Certificates of required insurance must name the City as an additional insured.
