PROFESSIONAL MEDICAL SERVICES FOR UNIFORM EMPLOYEES

The City of Bayonne, New Jersey, is actively soliciting proposals for comprehensive professional medical services specifically tailored for its uniform employees, encompassing both the Police and Fire Departments. This critical Request for Proposals (RFP) seeks qualified providers to fulfill a broad scope of work. Key responsibilities include maintaining a standing as "Police Surgeon," conducting and overseeing physicals for new hires, managing the OSHA-Respiratory Protection Program, performing pulmonary function testing, reviewing sick policies and drug screens for new and existing employees, and implementing Blood Borne Pathogens Programs. The selected firm(s) will also be responsible for writing and approving standing orders, conducting Fit For Duty physicals for both work-related and non-work-related issues, recommending Functional Capacity Exams (FCE), and certifying employee fitness for SCBA Breathing Masks. Additionally, the scope may extend to examining non-uniform employees in the absence of their designated physician. Specific duties detail pre-placement physicals for Fire, pre-academy physicals for Police Recruits (in accordance with NJAC 13:1-8(a)5, including agility and treadmill stress test reviews), and physicals for Police Officer Transfers. Prospective contractors must demonstrate full compliance with specific qualifications and licensing mandates. A foundational requirement is current licensure by the State of New Jersey to provide professional medical services, with said licensure maintained in good standing throughout the entirety of the contract term. Furthermore, robust insurance coverage is mandatory, with certification of ability to obtain these coverages immediately upon contract award. Required policies include Worker’s Compensation Insurance, General Liability Insurance with limits of not less than $1,000,000 per occurrence and $2,000,000 aggregate, Automotive Liability Insurance with limits of not less than $1,000,000 per occurrence and $1,000,000 aggregate, and Professional Liability Insurance and/or Malpractice Insurance with limits of not less than $2,000,000 per occurrence and $5,000,000 aggregate. Certificates of insurance must be from an authorized New Jersey company and name the City of Bayonne as an additional insured. Interested professional service providers must obtain the complete submission package and meticulously complete and return all required sealed forms and enclosures. Proposals are being solicited under a "fair and open" contracting process, adhering to the New Jersey Local Unit Pay to Play Law (N.J.S.A. 19:44-20.4 et seq.).
