Redevelopment/Land Use Counsel Services

The City of Bayonne is actively soliciting Qualifications and Proposals for Professional/Consulting/Extraordinary Unspecifiable Services from Redevelopment/Land Use Counsel and Special Redevelopment Land Use Counsel to manage Land Use, Redevelopment, and Real Estate Matters. This Request for Qualifications/Proposals (RFQ/RFP) seeks legal professionals to represent the City across all facets of redevelopment, municipal land use law, and real estate law. The comprehensive scope of work includes, but is not limited to, addressing issues related to the Fair Housing Act, COAH, affordable housing, eminent domain, and various redevelopment and real estate matters. Additionally, the selected counsel will be responsible for municipal land use law, including relevant state regulations, NJDEP compliance, legislation, and regulations, with required familiarity with Titles 40 & 40A of the New Jersey Statutes. The contract period is set not to exceed one (1) year from the contract date. Prospective contractors must meet stringent general requirements, including maintaining a bona fide office within the State of New Jersey and holding an active license to practice law in New Jersey, having been a member of the N.J. bar for a minimum of three (3) years. Crucially, respondents must demonstrate extensive familiarity with all aspects of redevelopment, municipal land use law, and real estate law, encompassing areas such as Fair Housing Act, COAH, affordable housing issues, eminent domain, and complex redevelopment and real estate transactions. Mandatory insurance coverages include Worker’s Compensation, General Liability with limits of not less than $1,000,000 per occurrence and $2,000,000 aggregate for bodily injury and property damage, Automotive Liability with $1,000,000 per occurrence and $2,000,000 aggregate, and Professional Liability Insurance with limits of not less than $1,000,000 per occurrence. Certificates of Insurance must name the City of Bayonne as an additional insured. Sealed proposals/responses must be physically delivered to the City Law Department, located at 630 Avenue C, 1st Floor, Room 15, Bayonne, New Jersey 07002, no later than December 11, 2023, at 10:00 a.m. prevailing time.
