Special Professional Planning Services - Town Planning Consultant

The City of Bayonne is actively seeking responses to a Request for Qualifications/Proposals (RFQ/RFP) for Special Professional Planning Services, specifically for a Town Planning Consultant. This solicitation aims to secure a firm to provide comprehensive licensed planning services covering a broad spectrum of municipal planning issues. The scope of work includes, but is not limited to, assisting with comprehensive plan amendments and updates, ensuring consistency across comprehensive plans, zoning, and land development regulations, providing staff assistance for planning issue resolution, offering robust mapping capabilities, leveraging GIS experience, and keeping the City informed on legislative updates. Furthermore, the consultant will be responsible for reviewing development plans (subdivision, site plans, capital projects), attending various development review and Council Meetings as required, facilitating inter-agency coordination, reviewing and commenting on land development regulations, and undertaking all other relevant assignments pertaining to land planning as requested by the City. The anticipated contract duration is for a period not exceeding one year from the effective contract date. Prospective contractors must meet stringent experience and qualification benchmarks. Firms are required to possess a minimum of ten (10) years of experience in providing planning services to municipalities, demonstrating expertise across a wide array of planning issues. A critical requirement is maintaining a staff composed of New Jersey licensed or certified professionals in sufficient numbers to effectively service the City of Bayonne. Additionally, responding firms must exhibit experience in the preparation of grant applications and are mandated to provide a list of past and present municipalities for which they have served as a planning consultant. Comprehensive insurance coverage is also required, including Worker’s Compensation, General Liability ($1,000,000 per occurrence, $2,000,000 aggregate), Automotive Liability ($1,000,000 per occurrence, $2,000,000 aggregate), and Professional Liability ($1,000,000 per occurrence, claims-based), with certificates naming the City as an additional insured. Submissions will undergo a thorough evaluation process, considering factors such as adherence to general requirements, understanding of the requested work, knowledge and technical competence, management experience, personnel qualifications, demonstrated ability to complete services in a timely manner, and cost-effectiveness. Proposers must provide detailed cost proposals outlining their fee structure for services attributed to the City, as well as those payable from Developers' and Redevelopers' escrow accounts.
