WEB DESIGN, MANAGEMENT AND MAINTENANCE

The City of Bayonne is actively soliciting proposals for professional/consulting services related to comprehensive Web Design, Management, and Maintenance. This Request for Qualifications/Proposals (RFQ/RFP) seeks qualified vendors to provide website hosting, ongoing maintenance, and re-design services for the official City of Bayonne website, www.bayonnenj.org. The primary objective is to enhance user-friendliness, accessibility, and the City’s capacity to publish and update online information. The selected contractor will be responsible for overseeing all written, visual, and audio content, serving as managing editor, ensuring secure and efficient web services, configuring and supporting the website, enabling authorized staff for routine content management, creating weekly backups, testing navigation links, monitoring site traffic, ensuring compliance with industry web standards and mobile device readability, designing fillable forms, providing a searchable calendar for events and meetings, and archiving outdated information. The initial contract term is for one year, with the possibility of one additional one-year renewal at the City’s sole discretion. Prospective contractors must demonstrate their capabilities by providing a narrative description of their overall operations, including the number and scope of current and future projects. Crucially, firms must detail their experience servicing public agency clients, specifically for services analogous to those outlined in this RFQ/RFP, by listing governmental clients and services rendered. Additionally, three governmental or corporate client references, including names, asset sizes, contact persons, and telephone numbers, must be supplied. Mandatory insurance coverages include Worker’s Compensation, General Liability with limits of at least $1,000,000 per occurrence and $2,000,000 aggregate, Automotive Liability with similar limits of $1,000,000 per occurrence and $2,000,000 aggregate, and Technical Professional Liability (Errors and Omissions) with a minimum of $1,000,000 per claim and $2,000,000 aggregate. Certificates of insurance, naming the City of Bayonne as an additional insured, must be provided upon contract award. Sealed proposals must be submitted to the City Law Department, located at 630 Avenue C, 1st Floor, Room 15, Bayonne, New Jersey 07002. The firm deadline for submission is December 11, 2023, at 10:00 a.m. prevailing time. Required submission documents include the Standardized Professional/Consulting/Extraordinary Unspecifiable Service RFQ/RFP SUBMISSION FORMS, specifically the “Proposal, Qualifications and Costs Submission Form,” a signed and notarized “Non-Collusion Affidavit,” a signed Disclosure of Ownership form, a Professional/Consulting/Extraordinary Unspecifiable Service Entity Information Form, a copy of the vendor's current NJ Business Registration Certificate, a Certificate of Good Standing from the NJ Department of the Treasury, and a Disclosure of Investment Activities in Iran Form.
