INFORMATION TECHNOLOGY (IT) MAINTENANCE, SUPPORT AND PROCUREMENT CONSULTING SERVICES

The City of Bayonne, NJ, is soliciting proposals for comprehensive Information Technology (IT) Maintenance, Support, and Procurement Consulting Services, utilizing a competitive contracting process under N.J.S.A. 40:A11-4.1 et seq. The scope of work encompasses providing overall consultancy, maintenance, service, installation, and repair for the City's extensive IT infrastructure across key municipal departments including City Hall, Bayonne Office on Aging, Bayonne Police Department, and Bayonne Fire Department. This includes managing and supporting a diverse environment of hardware, such as HP DL380 Gen 9 Esx 6.7 hosts, HP MSA 2040 storage, Dell and HP Windows 10 workstations, Fortigate and Sonicwall firewalls, Unifi wireless access points, and network switches. The contractor will also be responsible for maintaining various software systems like Microsoft 2012/2022 servers, Veeam backup & replication 12, Microsoft Office 365, Exchange Online, Edmunds, SDL, EJ Ward Fuel Systems, Tax Assessor/Collector applications, Quickbooks, Amicus Attorney 2016 Premium, Prophoenix, and NCIC State Software. A significant component involves procurement consulting services, covering IT equipment, computer systems, network management systems, and managing crucial subscription renewals and purchases for the City's current network. The contract term is for one year, commencing from the contract date and ending December 31, 2024, with four possible one-year renewal options at the City's sole discretion. Prospective contractors must demonstrate a profound understanding of the project's scope, submitting complete and highly responsive proposals. Evaluation criteria emphasize the qualifications, experience, and reputation of individuals performing the services, along with the firm's history of success in similar endeavors. Mandatory requirements include possessing a current New Jersey Business Registration Certificate (a non-waivable defect) and a State of New Jersey Certificate of Good Standing. Firms must maintain robust insurance coverage, including Worker's Compensation, General Liability (minimum $1,000,000 per occurrence and aggregate), Automotive Liability (minimum $1,000,000 per occurrence and aggregate), and Professional Liability (minimum $1,000,000 per occurrence, claims-based) with the City named as an additional insured. The evaluation process allocates 30% to technical criteria, 40% to management criteria (including personnel qualifications and experience, work plan, and schedule), and 30% to cost considerations, which should detail fee structures, anticipated reimbursable costs, and for procurement, a percentage markup not exceeding ten percent (10%) over cost. All sealed proposals must be delivered to the Office of the Law Department, Room 15, City Hall, 630 Avenue C, Bayonne, NJ 07002. Required submission documents include the Standardized Professional/Consulting/Extraordinary Unspecifiable Service Submission Forms, a signed and notarized Non-Collusion Affidavit, a signed Disclosure of Ownership form, a Service Entity Information Form, copies of the vendor's current NJ Business Registration Certificate and Certificate of Good Standing, a Disclosure of Investment Activities in Iran Form, and a Certification of Non-Involvement of Activities in Russia or Belarus. All proposals will be publicly opened and key provisions read aloud at the Office of the Law Department, Room 15, City Hall, on January 11, 2024, at 12:00 p.m. prevailing time.
