The Finance Department is responsible for the receipt, disbursement and accounting of all municipal funds including grants, indebtedness and investments, in accordance with the laws of the State of New Jersey. The department maintains the required records, ledgers, accounts receivable and accounts payable for the Township, as well as accompanying general ledgers, payroll, and coordination of benefits.
The Finance Department also manages several township funds including the Open Space Trust Fund, Recreation Trust Account, Affordable Housing Trust Fund, Construction Trust Account, Animal Trust Account, Sewer Accounts and the Length of Service Award Program (LOSAP) for members of the Far Hills-Bedminster Fire Department, Pottersville Fire Company and the Far Hills-Bedminster First Aid Squad.

The Purchasing Department is responsible for the procurement of goods and services for the Township in accordance with existing laws and ordinances. Bids, requests for proposals (RFP) or quotes (RFQ) are processed through the department and purchase orders are created, approved, signed and distributed. Public bids and competitive proposals are listed on the Township website as well as in the local newspaper as mandated by law.

Township of Bedminster
Terms and Conditions
CLAIMANT SIGNATURE REQUIREMENT
The Township of Bedminster has adopted the policy outlined by the N.J.A.C. 5:30-9A.6(c),
N.J.A.C. 5:31-4.1, and Local Finance Notice 2018-13 requiring that the claimant signature is
only required when purchases for items are equal to or greater than $1,500.00 for the Township
or reimbursement of employee expenses or services provided exclusively and entirely by the
individual.
PURCHASE POLICY
1. The Township can only purchase materials, supplies, services, equipment and vehicles with
the Township’s Qualified Purchasing Agent’s signed purchase order.
2. Shipping statement or bill of lading must accompany shipment.
3. All materials, supplies, equipment and vehicles shall be shipped F.O.B. Destination,
unloaded, inside delivery upstairs/downstairs and debris removed. The Township will not
pay freight or express delivery charges except when included in contract or mutually agreed
upon. Deliveries shall be made between 7:00 AM and 3:30 PM at the Department of Public
Works or between 9:00 AM and 4:00 PM at the business offices, Monday through Friday.
4. No charges other than those specified will be allowed without approval.
5. Invoice must be forwarded to the Township Finance office.
6. No official, employee or agent of the Township is permitted to accept gifts from vendors
or others contracting business with the Township.
7. No change or additions to the terms of the Purchase Order shall be valid or enforceable
unless agreed upon by the finance department and administration in writing.
PAYMENT POLICY
1. Vendor must sign the Purchase Order, if required under the claimant certification
requirement, and return to the Township’s Purchasing Agent’s office.
2. Payments are approved by the Township Committee meetings held at the first and third
Monday of every month or as set in the Notice of Scheduled Meetings.
3. The Township does not pay late fees or interest charges.
4. The Township of Bedminster is tax- exempt from Federal or State taxes under the provision
of the New Jersey Sales and Use Tax Act (Chapter 30, Laws of 1960).
5. Per LFN 2019-02, Prompt Payment Requirement for Goods and Services Law, the
Township has 60 days from the receipt of the properly executed invoice or 60 calendar days
from the date the goods or services were received. The Township does not pay late fees or
interest charges unless permitted under this LFN.

1. Vendors are required to comply with NJSA 52:32-44, NJ Business Registration Certificate

Disclosure of Investment Activities in Iran
Pursuant to Public Law 2012, c. 25, any person or entity that submits a bid or proposal or otherwise proposes to enter
into or renew a contract must complete the certification below to attest, under penalty of perjury, that the person or
entity, or one of the person or entity’s parents, subsidiaries, or affiliates, is not identified on a list created and
maintained by the Department of the Treasury as a person or entity engaging in investment activities in Iran. If the
Director finds a person or entity to be in violation of the principles which are the subject of this law, s/he shall take
action as may be appropriate and provided by law, rule or contract, including but not limited to, imposing sanctions,
seeking compliance, recovering damages, declaring the party in default and seeking debarment or suspension of the
person or entity.

Dear Sellers/Vendors and Government Purchasing Officers:
The State of New Jersey, its agencies, instrumentalities, political authorities, public corporations, and
political subdivisions are exempt from the state's sales and use tax pursuant to Section 9(a)(1) of the Sales
and Use Tax Act (N.J.S.A. 54:32B-1 et seq.). As a New Jersey political subdivision, the Township of
Bedminster is not required to issue an Exempt Organization Certificate (Form ST-5), to make tax-exempt
purchases. Purchases of natural gas, electricity, and their related transportation or transmission services
are not exempt.
Official letterhead or a purchase order signed by a qualified official is sufficient proof for the seller of the
exemption from paying the sales tax. Payment must be by government check or voucher drawn directly
from a government account. Payment from a government employee's credit card regardless of the intent
of the government entity to reimburse the employee, results in a taxable transaction. A seller should retain
a record of the exempt purchase in the event of an audit.
A New State or local government entity making cash purchases of $150 or less may use an Exempt Use
Certificate (Form ST-4) except for purchasing room occupancies. The ST-4 must contain:
1. The words, "Government Entity" in the block located at the right upper corner of the form
marked "Purchaser's New Jersey Registration Number."
2. "9(a) entered in the block following "N.J.S.A. 54:32B-."
3. The name and position of the person dealing with the seller as “Name of Purchaser."
4. The words, "Government Entity" for "Type of Business.”
5. The signature of a qualified official of the government entity.
