Important notices from the Township of Belleville:
It is the Administration's goal to help keep our property owners and tenants alike informed of programs, best practices and rules of the Township. This will help residents take advantage of services,
avoid fines and ensure that our neighborhoods are clean, safe and desirable places for all. Below is a list of common things residents should know. Violating these could result in monetary fines
(additional fines each day as the violation persists), impounding vehicles or property liens.
HEALTH DEPARTMENT NOTICE
■Place ALL garbage in receptacles with tight fitting lids.
■Bird feeders MUST be spill resistant and elevated.
■Food for Feral cats can be left out for a MAX of 30 minutes.
■Do not feed all other wildlife.
■ Maintain grass at 10 inches or below in height.
CLERK
■Contact the Township Clerk for details on our $22,000 forgivable
grant program for home improvement. Available to income qualifying
homeowners.
Contact the Township Clerk for Voter Registration.
TAX & WATER
■5-year Tax Abatements available for property owners who are looking to
renovate and invest in their properties. Please contact the Tax Assessor
for additional information.
■Tax & Water bills are due quarterly, regardless of whether a paper bill
is received in the mail. If bills are not current by November 10th each
year, outstanding balances will be subject to tax sale & lien.
POLICE
It is unlawful to park damaged or unregistered vehicles/trailers on
public streets or residential property.
Curfew for minors under the age of 17, without adult supervision, is
11pm (Sunday - Thursday) and midnight (Friday - Saturday).
■It is unlawful for any motor vehicle to be continuously parked on a
public street or property for more than 48 hours, is unregistered, or
damaged/ inoperable.
■It is unlawful to park a commercial vehicle or trailer on a public street or
property between the hours of 9pm and 6am every day.
■Be mindful of music and noise generated from your property. Local
ordinance requires all sound levels to be reduced after 10pm and until
7am the next morning, especially those generated outdoors. It is best
practice to turn off outdoor music by 10pm at night.
■Be mindful when parking on the street not to block private driveways,
keep a distance of 20 feet from a comer, 50 feet from a stop sign and
10 feet from a fire hydrant.
■It is unlawful to double park anywhere in the township. This is a safety
risk and will be strictly enforced.
BUILDING & CODE DEPARTMENT
■Planning to rent your home or apartment? - Rental inspections are
required each time an apartment or home is rented to a new tenant.
Failing to obtain a rental inspection could result in fines, trouble evicting
tenants and complications with registering children in the school district.
■Planning to sell your home? - A Resale Certificate is required. The best
practice is to obtain this before securing a buyer. Not doing so could
delay the sale and result in fines.
■Know the limits on how many people may occupy an apartment or
home. Overcrowding creates unsafe living conditions and could result
in fines. Contact the Code Department for more information.
■Commercial vehicles, trailers, & boats are not permitted to be stored
in front yard driveways. Boats & commercial vehicles/ trailers (under ½
ton cap.) are permitted in the side yards (behind the front of the house).
Vehicles may not be parked on a residential lawn.
Planning a renovation project, installing HVAC/ water heaters, or
redoing a driveway/ yard project - always check with the code
department if a permit is needed. Work without permits could result in
fines, costly repairs and delays in the sale of homes.
RECREATION
■All publicly owned parks and playgrounds open ½ hour before sunrise
and close ½ hour after sunset throughout the year. Please respect
other parkgoers and follow all the rules listed at park entrances.
Accessing these facilities after closing hours or breaking park rules
could result in fines.
■Create an account on CommunityPass to register for all recreation
activities.
■Online registration is available 24/7 during the registration period.
If you don't have internet access, you can register in person Monday
through Friday during business hours.
Volunteers are essential to the success of our recreation programs.
Parents interested in coaching and students seeking community
service hours are encouraged to get involved and assist with activities
and events.
■Be sure to register before the activity deadline to avoid late fees.
Please note that some activities may move to a waitlist before
registration closes.
DEPARTMENT OF PUBLIC WORKS
Bulk pick-up is the second collection day of the week. Note the following:
Do not put out more than 2-3 bulk items. Additional will not be
picked up.
■Mattresses and box springs must be wrapped in plastic.
Will not be picked up otherwise.
Rugs must be cut into 4ft lengths and tied up.
■Furniture not made of metal (couches, chairs, dressers) will be
picked up
■Toilet Bowls cannot be broken into pieces
Construction and building materials will not be picked up.
■Metal, appliances, electronics, tires and all other items - MUST call to
schedule pick up.
FIRE DEPARTMENT
Always practice the following safety precautions when using heaters:
■Keep anything that can burn at least 3ft from heating equipment
■Never use your oven to heat your home
Have heating equipment and chimneys cleaned and inspected
every year.
■Tum portable heaters off when leaving a room or going to bed.
Test smoke and carbon monoxide alarms at least once a month.
ILLEGAL APARTMENTS/BOARDING HOUSES
■ It is illegal to create or rent a separate dwelling unit/space (beyond
what is legally permitted) within your home or building if you did not first
receive approval from the Township. Creating units or sleeping quarters
in your attic or basement are also illegal without permits.
■Violating this ordinance is a safety hazard and could result in fines of
up to $2,000 each and every day the violation exists, or imprisonment/
community service for a term not to exceed ninety days. The owner
will also be responsible to return any security deposit held and for
relocation assistance of up to six (6) months' rent of the displaced
tenant.
■ Renting out bedrooms in your home could result in overcrowding and
other unsafe, illegal conditions which will trigger similar fines.
■Always check with the township before renting or making alterations
to your property. If you are aware of anyone creating the above-
mentioned conditions, please report it to the Township Building & Code
Department.
ENROLLMENT OF A NONRESIDENT STUDENT
IN THE BELLEVILLE SCHOOL DISTRICT
It is illegal for any person to assist, aid, abet, allow, permit, suffer or
encourage a student to register in the Belleville School District where
the student is ineligible to attend.
It is illegal for any person to knowingly permit his or her name,
address or other residence-designating document to be utilized in the
registration or enrollment of any nonresident student in the Belleville
School District
■Violating this section will result, upon conviction, in restitution to the
Township of Belleville, Board of Education for all costs associated with
tuition, investigation and attomey expenses incurred. A separate fine of
$1,250 will also be imposed. Restitution costs ordered to be repaid by
the Municipal Court shall be converted into a lien against the property
of the offending party.
If you are aware of anyone creating the above-mentioned conditions,
please report it to the Township Police Department and the Board of
Education's Department of Central Registration.

POLICÍA
Es ilegal estacionar vehículos/trailers dañados o no registrados en calles

■El toque de queda para menores de 17 años, sin supervisión adulta, es a las
11 p.m. (de domingo a jueves) y medianoche (vienes y sábado).
■Es ilegal que cualquier vehículo motorizado esté estacionado de forma continua
en una calle o propiedad pública por más de 48 horas, si no está registrado o
dañado/no operativo.
■ Es ilegal estacionar un vehículo comercial o trailer en una calle o propiedad
pública entre las 9 p.m. y las 6 a.m. todos los días.
Sea consciente de la música y ruidos generados desde su propiedad. La
ordenanza local requiere que todos los niveles de sonido se reduzcan después
de las 10 p.m. y hasta las 7 a.m. del día siguiente, especialmente los generados

■No se permite estacionar vehículos sobre el césped residencial.

DEPARTAMENTO DE BOMBEROS
Siempre practique las siguientes precauciones de seguridad cuando use calefactores:
Mantenga todo lo que se pueda quemar al menos a 3 pies de los equipos
de calefacción,
Nunca use su homo para calentar su hogar.
■Haga limpiar e inspeccionar los equipos de calefacción y chimeneas cada año.
Apague los calefactores portátiles cuando salga de una habitación o se acueste.
■Pruebe las alarmas de humo y monóxido de carbono al menos una vez al mes.
APARTAMENTOS ILEGALES/CASA DE HUESPEDES
Es ilegal crear o alquilar una unidad de vivienda/espacio separado (más allá de
lo legalmente permitido) dentro de su casa o edificio si no ha recibido primero
la aprobación del Municipio. Crear unidades o cuartos para dormir en el ático o
sótano también es ilegal sin permisos.
Violar esta ordenanza es un riesgo para la seguridad y podria resultar en
multas de hasta $2,000 por cada día que persista la violación, o prisión/servicio
comunitario por un periodo que no exceda los noventa días. El propietario
también será responsable de devolver cualquier depósito de seguridad retenido
y de asistir con el reubicamiento hasta por seis (6) meses de alquiler del
inquilino desplazado.
■Alquilar habitaciones en su casa podría resultar en sobrepoblacion y otras
condiciones ilegales e inseguras, lo que generará multas similares.
Siempre consulte con el municipio antes de alquilar o hacer alteraciones
en su propiedad. Si tiene conocimiento de alguien que esté creando las
condiciones mencionadas anteriormente, por favor repórtelo al Departamento
de Construccion y Códigos del Municipio.
INSCRIPCIÓN DE UN ESTUDIANTE QUE NO RESIDE EN EL
DISTRITO ESCOLAR DE BELLEVILLE
Es ilegal que cualquier persona ayude, asista, fomente, permita, sufra o anime a
un estudiante a registrarse en el Distrito Escolar de Belleville si el estudiante no
es elegible para asistir.
■Es ilegal que cualquier persona permita que su nombre, dirección o cualquier
otro documento que identifique la residencia sea utilizado para el registro o
inscripción de un estudiante no reside en el Distrito Escolar de Belleville.
■Violar esta sección resultará, tras una condena, en la restitución al Municipio de
Belleville y la Junta de Educación por todos los costos asociados con matrícula,
investigación y gastos legales incurridos. También se impondrá una multa
separada de $1,250. Los costos de restitución ordenados para ser pagados por
el Tribunal Municipal se convertirán en un gravamen sobre la propiedad de la
parte infractora.
