GARDENER'S WELCOME PACKET
BOROUGH OF BELLMAWR COMMUNITY GARDEN
Welcome to the Borough of Bellmawr Community Garden hereby referred to as “Bellmawr Community
Garden”. The garden is located at Center Avenue and Park Drive. The garden has 30 plots available to rent,
each of which is about 10 ft. by 10 ft. in size. The rental charge is $32 per year. In the event all single plots
are not rented, then the Borough can consider the rental of a double plot, 10 ft. by 20 ft. in size for a fee of
$60 per year. Compost and water are provided by the Borough. A shed contains tools and equipment one
can use in the garden.
A community garden is a place to grow food, flowers, and herbs in the company of friends and neighbors. For
some, it is a place to reconnect with nature or get physical exercise. Others use community gardens because they
lack adequate space or appropriate conditions to have a garden at their house, condo, or apartment complex.
Regardless of why you are choosing to take part in our community garden, the privilege comes with both
responsibilities and rewards.
Responsibilities: Successful community gardens rely on the dedication of each and every gardener to maintain
his or her own plot and contribute to the upkeep and management of the entire garden, such as participating in
cleanups of the garden, and by following guidelines provided by the borough.
Rewards: Community gardening has the potential to offer a range of benefits to individuals, families,
communities, and the environment. Some of the benefits are pesticide-free, high-quality vegetables and fruits to
eat, better nutrition from eating more vegetables and fruits, physical exercise which helps improve overall
physical health, and interacting with plants and nature which can help reduce stress as well as increase a
gardener's sense of wellness and belonging.
Community gardens foster a sense of community identity and stewardship among gardeners. They
also provide a place for people of diverse backgrounds to interact and share cultural traditions.
The environment benefits because of increased biodiversity, reduced runoff from rain, recycled organic materials
that enrich the soil, and reduced fossil fuel use from long distance food transport.
People of all ages can acquire and share skills and knowledge related to gardening, cooking, nutrition, health,
culture, etc.
Community gardens can provide a place for high school students and scouts to learn about and participate in the
Sustainable New Jersey program. These programs are organized by scout leaders or school teachers and
administrators so the experience for the students will be successful. Sometimes students in these programs offer
help to renters in the garden.
Borough of Bellmawr Organic Community Garden Guidelines and Responsibilities
Gardening Courtesy and Communication
In the spirit of cooperation, please treat the garden, other gardeners, neighbors, and visitors with respect and
consideration. Contact a garden committee member if you have questions, suggestions, or complaints.
Harvest items only from your own plot unless you have received authorization from another gardener to care for
and/or pick produce. Plan for plot maintenance if you will be away for more than a week. Contact the gardening
committee if you are ill so they can help.
A bulletin board for communication has been mounted inside the shed as a way for all of us to stay in touch.
Please use it for any garden-related purposes.
Please supervise children in the garden.
Pets, drugs (including alcohol), radios, boom boxes, and fires are not allowed inside the garden. Neither are
smoking or chewing tobacco.
Plot Responsibility, Use and Maintenance
Keep the Garden Committee advised of your current street address, email address, and telephone number. Notify
a member of the committee of any change to your contact information. Submit waivers for family members
who will be coming into the garden. Have adult friends and family members who may be helping in your
garden plot fill out a waiver and submit it to the borough.
Try to be present for cleanup days. Occasionally a request for help with a project in the garden may be posted.
Your help would be greatly appreciated.
Notify a Garden Committee member if you are no longer able to tend your plot, will be absent for a long
period of time, or have asked a friend to tend your garden.
Gardeners should be actively working in their plots by April 15th unless they have informed the
Garden Committee that they will be starting later. If circumstances change such that you realize you will not
be able to take on the responsibility, please contact the municipal building. Refunds can be requested if early in
the season. Then the plot can be rented to someone else. The plots must be maintained throughout the
year. Plots that are not being worked by June 1st are assumed abandoned, and will be reclaimed by the
borough without refunding the plot rental fee. Plots turned back before June 1st may apply for a
refund of the rental fee. Plots not planted by June 1st will be reassigned. Gardeners who do not maintain
their plots by removing weeds and grass throughout the growing season will not be eligible for a plot in the
following year. Gardeners should expect to stop and check on their plot at least twice a week-- more during
harvest time(s).
Garden waste that cannot be composted inside the garden should be placed in the yellow barrels provided by
Public Works. Empty cans are kept inside the gate by the sitting area. Cans filled with refuse are placed alongside
the road near the recycling container (black bin with pink lid ONLY #1 and #2 plastics and cardboard-NO
plastic bags or food containers or flower pots) and large trash container (no plant material). Trash (plastic
bags, paper, flower pots, plant labels, empty seed packets, etc.) should be removed from within the garden and
placed in the barrel labeled TRASH outside the gate.
Plots may be fenced, but need to have a three-foot opening so a lawn mower and/or tiller can enter the plot.
Treated wood must never be used in an organic garden for staking plants or raised beds. The chemicals used to
keep the wood from rotting may leach into the soil and be taken up by the plants that we plan to eat. If plastic
tarps or weed cover are used for controlling weeds, add amendments such as compost before it is put down, and
remove it in the fall to add compost before putting down NEW weed cover, leaves, or straw. One can also grow
a cover crop. Do not grow sod in the plot to replenish yards outside the garden. Soil is our most precious resource,
and must remain within the garden. The plots are for growing vegetables, herbs, and flowers. Please do not grow
mint crops such as spearmint and peppermint in the plots. They are very mvas1ve.
Since this is an organic garden, please adhere to organic growing practices. Do not use synthetic chemical
pesticides and herbicides, or fertilizers like Miracle-Gro. Moth balls and other poisons may not be used. Use
organic alternatives to control pests. Please see the "What is Organic Gardening?" information sheet. Ask a
Garden Committee member for help and/or look on the Internet under organic practices for more information.
Organic farming methods include using compost, mulching (but not with ground up wood of any kind), or using
weed fabric (which discourages weeds and retains moisture), planting cover crops in the fall to be turned or
rolled in spring, mulching the ground with leaves over the winter, rotating crops, adding organic dry composted
cow manure and other organic amendments such as bonemeal, greensand, etc. Please refer to the mulch sheet
for additional information.
Gardeners must be present while watering. Please make sure both water faucets are turned off when you leave.
Please refer to the watering sheet to help you know when and how much to water. It is best to water plants at the
base of the stems. Garden cleanup in the fall must be completed by December 1. Plot renewal is contingent
on having followed the guidelines.
The mission of the Borough of Bellmawr Community Garden located at Center Avenue and Park Drive is to
provide the opportunity for members of our community to grow organic food and to create a sanctuary for
pollinators. Together friends and neighbors can farm the land as it was in the past, with the goal of sustaining
and enriching the historical farm's soil and protecting the habitat for future generations.
Mulching Possibilities
Compost
The Borough of Bellmawr Public Works provides compost each year. Spreading a 2" - 3" layer around plants
and topping it off with another mulch such as chopped leaves or straw will keep the compost moist and
biologically active, which will provide maximum benefit for your plants.
Shredded Leaves
Shredding fallen autumn leaves creates a nutrient-rich mulch for free. A lawn mower performs this service nicely.
Grass Clippings--Pesticide Free
If using fresh clippings as mulch, use a layer ¼ inch thick. This will allow the grass to start to break down before
it begins to smell or rot. Thicker layers tend to remain too wet and can invite mold and create smelly decay
issues. Dried clippings can go on thicker and make excellent side dresses for vegetable crops. You can also use
grass clippings to line paths in the garden to keep down mud and prevent weeds in exposed dirt areas. Dried
grass clippings mixed with two times as much dried leaf litter will create compost with a healthy balance of
nutrients and will break down quickly due to the correct carbon to nitrogen ratio. The proper ratio avoids such
issues as smells, mold, slow decomposition, and heat retention while allowing you to use up the nitrogen rich
grass clippings.
Straw, Weed-free Hay, or Salt Hay
These all help retain soil moisture, keep down weeds, and add organic matter to the soil when they break down.
Be sure the hay is weed and seed free, or you will be creating trouble for your garden. Also, check out the source
of any of the above. You want them to have been grown without herbicides or pesticides. Daminger's in Sewell
has used the same straw producer for many years. The owners have told us that their grain has not been sprayed.
Check the internet to find the pros and cons of each. Caution: If not spread thick enough, one can end up with
a crop of grass from seeds left in the straw.
Plastic Sheeting
Putting down sheets of plastic and cutting a hole where you want to put your transplants will definitely help keep
down the weeds and retain moisture in the soil. However, it does not add anything to the soil. Be sure to add
amendments before putting the plastic down in the spring. Remove the plastic in the fall and add
amendments along with shredded leaves or grow a cover crop to enrich the soil for the following year. After
adding amendments, you may wish to put down new sheeting to inhibit weed growth throughout the winter
and early spring.
Forbidden Mulches
Shredded bark and wood chips are not good additions to a garden or yard. Wood mulch is often made by grinding
up old pallets, railroad ties, and other trash wood which may contain arsenic, creosote, and other poisonous
chemicals. Even wood chips that are "clean" are not advisable.
Wood is high in carbon. Carbon seeks out nitrogen to help it break down into the soil, just like in a compost pile.
If you mulch your plants with wood, it will steal food from the plants.
Shredded bark may come from trees that died because of a disease and often dyes are added that may be harmful
in an organic garden.
Rubber mulch is even worse. It is made from ground-up tires. Rubber mulch leaches zinc and other pollutants
which are toxic. Not only may these pollutants end up in your produce, but as water soaks through the mulch
and soil, they can be transferred to water tables, creeks, lakes, and rivers.

HOW TO WATER YOUR VEGETABLE GARDEN IN SUMMER
Vegetable (and perennial) plants need an inch of water per week. If it rains an inch, you do not need to water
that week. Many people buy a rain gauge and check it after a rainstorm. They keep a mental note throughout the
week and water on Sunday evening if necessary.
Water plants deeply and infrequently. There is no reason to water your garden every day. Over-watering can
be detrimental by causing fungal issues in vegetables that like drier conditions, such as squash and tomatoes, so
let the soil dry out a bit between waterings.
Frequent and shallow watering will cause your plants' roots to stay at the surface of the soil. You want to have
deeply rooted plants, so water less often and for a longer duration. Let the water really soak into the soil to
encourage the plants' roots to go deeply into the earth.
Water newly seeded vegetables lightly and frequently. In contrast to the second item, if you are waiting for
seeds to germinate, watering once a week will not be enough. You need to keep the top of the soil moist until
germination. Depending on the vegetable, give a quick soak every one to two days.
Different vegetables take various amounts of time to germinate. Spring radishes will come through the soil in
less than seven days, while carrot seeds can take up to three weeks. Both need to be kept moist that whole time.
Water at the base of the plant. Overhead watering is inefficient and can be damaging to plants because it is
more likely to spread disease. Use a hose with a wand and hold it at the base of each plant for 20 - 30 seconds.
Watch to see how quickly the water is disappearing into the soil. When it starts to pool up, move on to the next
plant. This does take longer, but you will end up saving water, and your plants will be healthier.
Water in the morning or evening. Much more water is lost to evaporation when you water during the daytime,
especially in mid-afternoon. Water in the cooler morning or evening hours. Also, It is much more pleasant to be
out there at those times.
Mulch. Your soil cannot lie bare over the winter months. The wind, rain and cold will damage the precious
top layer; it will lose nutrients and structure, and start to erode. Thus, as your summer garden comes to the
end, if you do not provide a blanket, nature will do the job with weeds. Your soil will also dry out more quickly
and may even crack from lack of moisture.
Mulching thickly with hay, straw, or leaves retains the moisture in the soil, keeps weeds at bay, helps with disease
issues, and breaks down to add organic matter to your soil. You can cover the soil with many things such as
mulches, cardboard, or black plastic, but by far the best option is plant life. The evidence is strong: a soil that is
actively growing plants keeps its food web below the surface healthy and resilient. That is why the soil will
choose weeds if you do not step in.
The alternative, so that you do not have to break your back weeding, is green manure: quick growing crops that
will cover the ground, outcompete most weeds, and help build soil and protect it from erosion. Green manure
will also lock in nutrients that are easily lost in the deluge of winter rains. In spring, the green manure is either
dug in or hoed off to rot back, releasing the nutrients into the soil for the next crop.
WHAT IS ORGANIC GARDENING?
A basic definition of organic gardening is "gardening without synthetic fertilizers and pesticides." However, it
is much more than replacing manmade chemicals with those derived from natural resources. It is a philosophy
of gardening that is not just about making plants grow without chemicals. In an organic yard or garden, the
emphasis is on working in the ecosystem in a manner that sustains and nourishes plants, soil microbes, and
beneficial insects.
Creating this ecosystem begins with improving the soil. Adding organic matter by mixing compost into the soil
increases its capacity to retain water and nutrients and supports beneficial microbes, which are essential to
healthy plant growth. Compost can be made from grass clippings, leaves, yard debris (such as weeds), kitchen
scraps (such as vegetable and fruit peelings, eggshells, and coffee grounds), or purchased from garden centers
and mulch suppliers (such as mushroom compost). Another way to add organic matter to the soil is to grow cover
crops and turn them into the soil just as they begin to flower. More farmers and gardeners are now crushing the
cover crops and planting without tilling. The cover crop thus becomes a mulch that can confuse pests and add
nutrients to the soil as it decomposes. Cover crops that can be seeded in the fall include buckwheat, cowpeas,
millet, and soybeans.
While compost and organic matter will increase your soil's ability to hold nutrients, organic gardeners also have
to provide fertilizers derived from natural sources such as animal manures and byproducts, natural deposits such
as rock phosphate, and plant products like seaweed and wood ash. Most retailers that carry garden supplies also
stock organic fertilizers.
Another natural product that can be added to the soil is agricultural lime which is made from naturally occurring
limestone. It is used to raise the soil pH if your soil is too acidic. Soil pH levels can vary in any area, and many
do not require lime. To find out if your soil needs additional lime to support healthy plant growth, you can get a
soil test kit from the county extension service to send in a sample to Rutgers University for testing. Kits cost
$20. Two plots tested in 2021 had pH values of 6.73 and 6.75, well within an appropriate growing range for most
vegetables, herbs, and flowers.
Organic gardeners practice natural pest control. They do not try to eliminate all insects and diseases from their
gardens. They try to keep them below damaging levels. One of the main methods for keeping pest populations
below damaging levels is to encourage thriving populations of beneficial insects and pest predators, including
spiders, bats, birds, lizards, and toads. The two most important things you can do in your garden or yard to
support these helpful species is to plant a wide variety of plants and flowers and avoid using synthetic pesticides,
which are especially damaging to beneficial insects. Practicing good sanitation is another method of organic pest
control. Removing disease infected leaves or plants, rotating crops so you are not growing the same type in the
same spot year after year, and handpicking insect pests and eggs all help to suppress pest populations.
There are organic pesticides approved by OMRI (Organic Materials Review Institute). Organic pesticides
generally come from things in nature that can be used to control pests. This includes substances derived from
plants, minerals, and microorganisms. Many organic pesticides are less toxic than their synthetic
counterparts, but that does not mean they are safe or will not cause environmental harm.

RESOLUTION AUTHORIZING AGREEMENT BY AND BETWEEN THE
COUNTY OF CAMDEN AND BOROUGH OF BELLMAWR FOR PROJECT
SAVE REFERRAL SERVICES
WHEREAS, the County of Camden and Borough of Bellmawr wish to
enter into an Agreement to support certain intervention efforts designed to combat
drug abuse and addiction. This will be accomplished by providing municipal court
defendants charged with non-violent crimes with an opportunity for referral to a
Substance Abuse Visionary Effort advocate (SAVE); and
WHEREAS, the term of this agreement is for three (3) years commencing
on or about January 1, 2026 and include any cases heard up until December 31,
2026. Notwithstanding the above, each of the parties shall have the right to
terminate this Agreement prior to the end of its term, with or without cause,
upon 90 days written notice delivered to both parties.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council
Borough of Bellmawr, County of Camden, State of New Jersey that the
abovementioned Agreement be executed by the Mayor and/or his designee.

WHEREAS, the Collingswood Board of Education {hereinafter
"Collingswood B.O.E."} is a municipal entity organized under the laws of the State
of New Jersey and located in Camden County; and
WHEREAS, the Borough of Bellmawr (hereinafter “Bellmawr"} is a
municipal entity organized under the laws of the State of New Jersey and located in
Camden County; and
WHEREAS, Collingswood B.O.E. and Bellmawr wish to enter into an
Agreement whereby Bellmawr would provide Mechanical Services to the
Collingswood B.O.E. for the purpose of Fleet Maintenance.
WHEREAS, by negotiations previously had between Bellmawr and
Collingswood B.O.E., the terms and provisions hereafter set forth were determined
and agreed thereto; and
WHEREAS, Collingswood B.O.E. and Bellmawr intend by virtue of this
document to set forth the terms and conditions of this agreement; and
WHEREAS, the proper and respective public officials are or will be
authorized to execute this Shared Services Agreement pursuant to Resolutions of
their respective bodies; attached hereto and made part of this agreement;
NOW, THEREFORE, AND IN CONSIDERATION of the mutual
promises set forth herein, the parties hereto agree as follows:
1. SCOPE
1.1 The Borough of Bellmawr will provide a qualified mechanic/lube
person to perform simple to complex mechanical services to the
Collingswood B.O.E. Equipment.
1.2 When requested in writing with a minimum 48 hour notice for
preventive maintenance and a minimum of 24 hour notice for
emergency repairs
1.3 Bellmawr agrees to maintain Collingswood B.O.E. equipment in a
safe and effective manner utilizing standard mechanical practices
1.4 Collingswood B.O.E. agrees to pay all cost associated with parts,
tires, oils and services contracted to outside entities.
1.5 Collingswood B.O.E. agrees to adhere to mechanical write ups in
conjunction with any unit unsafe for Board of Education services
1.6 The Collingswood B.O.E. is required to open or keep in good
standing accounts with the following vendors that the Borough of
Bellmawr's mechanical department utilizes for repairs and
maintenance of Collingswood B.O.E. Fleet.

2. TERM
The services to be furnished hereunder shall commence on the 23rd day of
October 2025 and ending at midnight on the 22nd day of October, 2027.
3. PAYMENTS
The Borough of Bellmawr shall bill the Collingswood B.O.E. the sum of Eighty
($80.00) Dollars per hour for the performance of services under this agreement.
4. AUDIT
Pursuant to the Single Audit Act of 1984, Bellmawr agrees to permit
the Collingswood B.O.E. and/or its agents to examine any and all records relevant
to this Agreement and shall make the same available upon demand at a
reasonable time and place for the purpose of auditing the records, reports and
documents relative to this Agreement.
5. INDEMNIFICATION
Bellmawr and the Collingswood B.O.E. shall indemnify and hold each other
harmless and defend each other, its elected officials, employees, officers and
agents, from and against all liability, claims, suits, losses, damages, cost and
demands, on account of bodily injury, including death or property damage,
arising out of or connected with the performance of the services under this
agreement.
The execution and delivery of this Agreement shall not be construed to confer
any right of action against Bellmawr on behalf of the Collingswood B.O.E. or
on behalf of any other person, natural or otherwise, for failure, neglect or
breach of any term, covenant or condition thereof. The Agreement and all of its
terms, conditions and provisions are solely for the benefit of Collingswood
B.O.E. and Bellmawr and it is understood and agreed between parties hereto
that the sole remedy of the Collingswood B.O.E. or Bellmawr in the event of
any failure of this Agreement shall be the termination hereof.
6. NOTICES
All notices hereunder shall be in writing and sent certified mail, return receipt
requested for the Borough of Collingswood B.O.E. to the Business
Administrator, Collingswood B.O.E., at 200 Lees Avenue, Collingswood, New
Jersey, 08108
7. MISCELLANEOUS
The following provisions shall apply to this agreement:
a. Construction of this agreement
The parties acknowledge that this agreement was prepared under
New Jersey Law and shall therefore be interpreted under the
laws of the State of New Jersey.
b. Amendments
This agreement may not be amended, altered or modified in
any manner except in writing by the parties hereto.
c. Headings
This section and any other headings contained in this
agreement are for references only and shall not affect the
meaning and interpretation of this agreement.
d. INTERPRETATION
Any questions regarding proper interpretation of the terms of
this agreement shall be submitted by the Municipal
Administrator of the Provider, to the Municipal Attorney of the
Provider and Recipient respectively, for interpretation. Absent a
unanimous opinion, the matter shall be referred to a single
arbitrator for binding arbitration. The cost of the arbitration shall
be borne equally between the Provider and Recipient.
e. REMEDY
It is understood that the sole remedy for breach of contract is
termination under the termination clause. No monetary damages
or back charges may be deemed or granted in any dispute over
the administration of this contract except as may otherwise be
provided for in this agreement.

WHEREAS, the Borough of Woodlynne (hereinafter "Woodlynne") is a

WHEREAS, the Borough of Bellmawr (hereinafter "Bellmawr") is a
municipal entity organized under the laws of the State of New Jersey and located in
Camden for its collection of leaves curbside and
WHEREAS, by negotiations previously had between Bellmawr and
Woodlynne, the terms and conditions of this agreement; and
WHEREAS, the proper and respective public officials are or will be
authorized to execute this Shared Services Agreement pursuant to Resolutions of
their respective governing bodies, attached hereto and made part of this agreement;
NOW, THEREFORE, AND IN CONSIDERATION of the mutual
promises set forth herein, the parties hereto agree as follows:
1. SCOPE
1.1 Borough of Bellmawr shall provide Woodlynne in the appropriate
manner of the collection of curbside leaves within Woodlynne,
commensurate with the needs of Woodlynne. It is distinctly understood
and agreed that Bellmawr is to supply all necessary apparatus, equipment
and equipment operator(s) for the collection of curbside leaves, in
addition to manpower to be supplied by Woodlynne, consisting of such
employees of the Public Works Department of the Borough of Woodlynne
as so designated by Woodlynne a minimum of two (2) Woodlynne
employees to be utilized to rake leaves ahead of leaf vacuum and into leaf
chute.
1.2 Woodlynne agrees that it will be responsible to notify residents and
businesses of the dates of collection.
1.3 Should any rented equipment become damaged due to incidents or
accident, Woodlynne will reimburse Bellmawr for the cost of any repairs.
1.4 Woodlynne agrees to pay for disposal of leaves at a pre-determined
location utilized by the Borough of Bellmawr.
2. TERMS
The services to be furnished hereunder shall commence on October 23,
2025 and ending at midnight on October 22, 2027. This agreement may be
extended by mutual agreement, in writing, of both parties.
8. MISCELLANEOUS

harmless and defend each other, its elected officials, employees,
officers and agents, from and against all liability, claims, suits,
losses, damages, cost and demands, on account of bodily injury,
including death or property damage, arising out of or connected with
the performance of the services under this agreement.
The execution and delivery of this Agreement shall not be construed
to confer any right of action against Bellmawr on behalf of Stratford
or on behalf of any other person, natural or otherwise, for failure,
neglect or breach of any term, covenant or condition thereof. The
Agreement and all of its terms, conditions and provisions are solely
for the benefit of Stratford and Bellmawr and it is understood and
agreed between parties hereto that the sole remedy of Stratford or
Bellmawr in the event of any failure of this Agreement shall be the
termination hereof.
6. NOTICES
All notices hereunder shall be in writing and sent certified mail,
return receipt requested for the Borough of Bellmawr to the
Borough Clerk, Borough of Bellmawr, at 21 East Browning Road,
Bellmawr, New Jersey 08031 and for the Borough of Stratford to the
Borough Clerk, Borough of Stratford, at 307 Union Avenue,
Stratford, New Jersey, 08084
7. MISCELLANEOUS
The following provisions shall apply to this agreement:
a. Construction of this agreement
The parties acknowledge that this agreement was prepared under
New Jersey Law and shall therefore be interpreted under the
laws of the State of New Jersey.
b. Amendments
This agreement may not be amended, altered or modified in any
manner except in writing by the parties hereto.
c. Headings
This section and any other headings contained in this agreement
are for references only and shall not affect the meaning and
interpretation of this agreement.
d. INTERPRETATION
Any questions regarding proper interpretation of the terms of
this agreement shall be submitted by the Municipal
Administrator of the Provider, to the Municipal Attorney of the
Provider and Recipient respectively, for interpretation. Absent a
unanimous opinion, the matter shall be referred to a single
arbitrator for binding arbitration. The cost of the arbitration shall
be borne equally between the Provider and Recipient.
e. REMEDY
It is understood that the sole remedy for breach of contract is
termination under the termination clause. No monetary damages
or back charges may be deemed or granted in any dispute over
the administration of this contract except as may otherwise be
provided for in this agreement.

[PROPERTY MAINTENANCE] OF THE CODE OF THE BOROUGH OF
BELLMAWR
WHEREAS, the Borough of Bellmawr ("Borough") desires to vest its Code
Enforcement Officer, John Straub, and any law enforcement officer, the authority to enforce
the provisions of Section 341-1 et seq., of the Code of the Borough of Bellmawr; and
WHEREAS, Section 341-3, of the Property Maintenance Code states that the
"Construction Official and Board of Health are hereby designated as the officer and body to
exercise the powers prescribed by this article, provided that the Borough Council may, by
resolution duly adopted at any time subsequent to the passage of this article, designate or
appoint one or more public officers to aid the Construction Official and Board of Health or
to act in their stead for the better enforcement of the provisions of this article."; and
WHEREAS, the Borough believes it to be in the best interest of the public's health
safety and welfare to appoint John Straub and any law enforcement officer to enforce the
subject Ordinance.
NOW THEREFORE BE IT RESOLVED by the Borough Council of the Borough
of Bellmawr Borough, County of Camden and State of New Jersey, that:

The provisions of the WHEREAS clauses set forth above are incorporated
herein by reference and made a part hereof.
2.
The Borough Council hereby authorizes Code Enforcement Officer, John
Straub to enforcement the provisions of Section 341-1 et seq., of the Code
of the Borough of Bellmawr and take any and all actions necessary to
effectuate the intent of the relevant Property Maintenance Ordinance.

RESOLUTION CERTIFYING THAT THE MAYOR AND COUNCIL
OF THE BOROUGH OF BELLMAWR HAVE REVIEWED THE
SECTIONS OF THE ANNUAL AUDIT ENTITLED
"SCHEDULE OF FINDINGS AND RECOMMENDATIONS".
WHEREAS, N.J.S. 40A:5-4 requires the governing body of every local unit to
have made and annual audit of its books, accounts and financial transactions; and
WHEREAS, the Annual Report of Audit for the year 2025 has been filed by a
Registered Municipal Accountant with the Borough of Bellmawr Municipal Clerk as per the
requirements of N.J.S.A. 40A:5-6, and a copy has been received by each member of the
governing body; and
WHEREAS, the Local Finance Board of the State of New Jersey is authorized to
prescribe reports pertaining to the local fiscal affairs, as per R.S. 52:27BB-34; and
WHEREAS, the Local Finance Board has promulgated
a regulation requiring that the governing body of each municipality shall by resolution
certify to the Local Finance Board of the State of New Jersey that all members of the
governing body have reviewed, as a minimum, the sections of the audit entitled "Findings
and Questioned Costs or "Findings and Recommendations", and
WHEREAS, the members of the governing body have personally reviewed as a
minimum the Annual Report of Audit, and specifically the sections of the Annual Audit
entitled: "Findings and Questioned Costs" or "Findings and Recommendations" as
evidenced by the group affidavit form of the governing body attached hereto; and
WHEREAS, such resolution of certification shall be adopted by the governing
body no later than forty-five days after the receipt of the annual audit, pursuant to N.J.A.C.
5:30-6.5; and
WHEREAS, all members of the governing body have received and have
familiarized themselves with, at least the minimum requirements of the Local Finance
Board of the State of New Jersey, as stated aforesaid and have subscribed to the affidavit, as
provided by the Local Finance Board; and
WHEREAS, failure to comply with the regulations of the Local Finance Board of
the State of New Jersey may subject the members of the governing body to the penalty
provisions of R.S. 52:27BB-52-to with:
R.S. 52:27BB-52 - "A local officer or member of a local governing body who,
after a date fixed for compliance, fails or refuses to obey an order of the director (Director
of Local Government Services), under the provisions of this Article, shall be guilty of a
misdemeanor and, upon conviction, may be fined no more than one thousand dollars
($1,000.00) or imprisoned for not more than one year, or both, in addition shall forfeit his
office."
NOW, THEREFORE BE IT RESOLVED, that the Mayor and Council of
the Borough of Bellmawr, hereby states that it has complied with N.J.A.C 5:30-6.5
and does herby submit a certified copy of this resolution and the required affidavit
to said Board to show evidence of said compliance.
