OF THE GOVERNING BODY 
OF THE BOROUGH OF BLOOMINGDALE 
 
ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION 
LIMITS AND TO ESTABLISH A CAP BANK 
(N.J.S.A. 40A:4-45.14) 
 
NOTICE IS HEREBY GIVEN, that the above Ordinance was introduced and passed on first reading at an 
Official Meeting of the Governing Body of the Borough of Bloomingdale, County of Passaic, State of New 
Jersey held in the Municipal Building on May 5, 2026, and the same shall come up for final passage at an 
Official Meeting of the Governing Body to be held on June 9, 2026 at 7PM, at which time any persons 
interested shall be given the opportunity to be heard concerning said Ordinance. Copies of this Ordinance are 
available in the Clerk’s Office located at 101 Hamburg Turnpike, Bloomingdale, New Jersey.   
 
Purpose/Summary of Ordinance No. 8-2026: 
WHEREAS, the Local Government Cap Law, N.J.S. 40A:4-45.1 et seq., provides that in the 
preparation of its annual budget, a municipality shall limit any increase in said budget up to 2.0% unless 
authorized by ordinance to increase it to 3.5% over the previous year’s final appropriations, subject to 
certain exceptions. WHEREAS, the Governing Body of the Borough of Bloomingdale, in the County 
of Passaic, finds it advisable and necessary to increase its CY 2026 Budget by up to 3.5% amounting 
to $374,908.31.
