Date: September 18, 2017 Sean Canning QPA, MPA Purchasing Agent Town of Boonton Town of Boonton Professional Services RFP REQUEST FOR PROPOSAL & QUALIFICATIONS (RFP) FOR ALL PROFESSIONS I. PURPOSE AND INTENT Through this Request for Proposal & Qualifications (RFP), the Town of Boonton (hereinafter the "Town") seeks a Municipal Professional as per indicated professional service for one (1) year appointment commencing January 1, 2018 or upon appointment, whichever is later, until December 31, 2019. This contract will be awarded through a fair and open process pursuant to N.J.S.A. 19:44A-20.4 et seq. II. PROPOSAL SUBMISSION The Town requires the proposal be submitted in the following format: One (1) original, hard copy, plus one (1) copy of the full proposal in PDF File Format on a thumb drive, shall be submitted in sealed envelopes and must be marked "RFP PROPOSAL- MUNICIPAL PROFESSIONALS ___(indicate professional service)___________TOWN OF BOONTON" and addressed to: Neil Henry Business Administrator Town of Boonton 100 Washington St. Boonton, N.J. 07005 The proposal must be received no later than October 17, 10:30am . Faxed proposals will NOT be accepted. Any inquiry concerning this RFP should be directed in writing to: Neil Henry Business Administrator Town of Boonton 100 Washington St. Boonton, N.J. 07005 All documents/information submitted in response to this solicitation shall be available to the general public as required by the New Jersey Open Public Records Act N.J.S.A. 47: lA-1 et seq. The Town will not be responsible for any costs associated with the oral or written and/or presentation of the proposals. The Town reserves the right to reject any and all proposals, with or without cause, and waive any irregularities or informalities in the proposals. The Town further reserves the right to make such investigations as it deems necessary as to the qualifications of any and all vendors submitting proposals. In the event that all proposals are rejected, the Town reserves the right to re-solicit proposals. Town of Boonton Professional Services RFP III. MANDATORY CONTENTS OF PROPOSAL In addition to demonstrating an ability to meet all minimum qualifications , the firm must also include and address the following: 1) A fee proposal for the 2018 Town year. A proposal showing minimum and maximum ranges is not acceptable. 2) A copy of professional's New Jersey Business Registration Certificate required by the State of New Jersey for any business planning to contract with any public agency. 3) An executive summary of not more than two pages, identifying and substantiating why the individual is best qualified to provide the requested services. 4) Five references, provide the contact names, titles and phone numbers. 5) If the vendor or any principal therein has been engaged as a defendant in any litigation involving a sum of $100,000 or more and/or has been subject to any professional disciplinary action over the last three years, the bidder must provide a description of the litigation and/or disciplinary action. 6) A description of any ongoing investigations and/or litigation matters involving the individual’s performance as a municipal professional service. 7) In the proposal, identify any existing or potential conflicts of interest, and disclose any representation of parties or other relationships that might be considered a conflict of interest regarding this engagement, or the Town. 8) New Jersey Business Registration Certificate. 9) New Jersey Affirmative Action Compliance AA302 form. 10) W-9 form issued by the United States Treasury. IV. INTERVIEW The Town Business Administrator or any subcommittee reserves the right of the Town to interview any or all of the applicants submitting a proposal. Although interviews may take place, the proposal should be comprehensive and complete on its face. The Town reserves the right to request clarifying information subsequent to submission of the proposal. Town of Boonton Professional Services RFP V. SELECTION PROCESS All proposals will be reviewed by the Town to determine responsiveness. Non-responsive proposals will be rejected without evaluation. The Town will evaluate proposals based on Price and Other Factors as indicated in (N.J.A.C. 5:34-4.2), separate or combined in some manner, and not necessarily listed in order of significance: • Technical • Managerial • Cost VI. SELECTION AND CONTRACT The Town will select the vendor deemed most advantageous to the Town, price and other factors considered. The resulting contract will include this RFP, any clarifications or addenda thereto, the selected vendor's proposal, and any changes negotiated by the parties. VII. PROPOSAL EVALUATION CRITERIA The selection will be based on the Town’s evaluation of proposals in accordance with the responses received to the criteria outlined below. The proposal must include specific responses which demonstrate the ability of the individual related to: 1. Relevance and extent of qualifications. 2. Educational and experience requirements. 3. Knowledge of the subject matter. 4. Past performance and references. Applicants’/Proposers’ Responsibility in Responding to Request for Proposals. The applicant/proposer shall in response to the Town’s Request for Proposals, at a minimum, include the following information: 1. Full name and business office address. Description of relevant experience in New Jersey municipal work, and description of services provided specifically to the Town of Boonton, and three (3) New Jersey municipal agency references with contact names, titles and phone numbers. Listing of all post high school education of the applicant and/or members of a professional firm seeking to provide professional services as described within the body of the Request for Proposals, including technical certifications. 3. Dates of licensure, if any, in the State of New Jersey and any other state as to the professional discipline requested to serve the needs of the Town. 4. A listing of any professional affiliations or membership in any professional societies or organizations, with an indication as to any offices held. 5. A statement detailing how the responder meets the minimum qualifications 6. Any existing or potential conflicts of interest. Disclose any representation of parties or other relationship that might be considered a conflict of interest regarding this engagement. 7. A listing of all previous Public Sector entities served by the applicant/proposer licensed professional including dates of service and position(s) held. 8. Proposed cost of the service(s) or activities. The proposed cost should be stated on an annual basis. 9. Financial Disclosure. The applicant/proposer if required by law, shall file a Financial Disclosure Statement pursuant to Local Government Ethics Law N.J.S.A. 40A:9- 22(1) et seq. Town of Boonton Professional Services RFP Appointment of Planning Board Engineer One (1) engineer will be appointed by the Planning Board to serve as the official Planning Board Engineer and may be appointed by a majority of the Planning Board for a term of one (1) year to perform services for the Town of Boonton Planning Board, including, but not limited to: performance of general engineering needs of the Town of Boonton Planning Board. The Town of Boonton Planning Board may select individuals or firms for this position, so long as the Planning Board is satisfied that the minimum requirements will be met. No substitution may be made without the express written consent of the Town of Boonton Planning Board, which includes the Chairman and Members, which consent may be withheld in its sole discretion. Scope of Services The Planning Board Engineer (and other engineers) shall perform the following minimum duties as well as those prescribed by applicable law, subject to the review and approval of the Planning Board: a) Provide Planning services as requested to the Town of Boonton Planning Board; b) Perform such duties as are prescribed by general law and ordinance; c) Requires knowledge in site plan and subdivision review, creation of site plans and subdivisions; d) Attend regular meetings requested by the Town of Boonton Planning Board; e) Ability to assist with the drafting of technical land use ordinances and amendments. Minimum Qualifications and Vendor Responses to this Solicitation of Proposals In order for the proposal to be considered by the Town of Boonton Planning Board, interested parties must meet the following minimum requirements. A) Minimum Qualifications. In order to fulfill the duties of Planning Board Engineer, it must be demonstrated to the satisfaction of the Town of Boonton Planning, that the potential vendor: 1. Is multi-disciplined with at least ten (10) years experience in all aspects of municipal engineering; 2. Has been licensed as an engineer for a minimum of five (5) years; 3. Has at least five (5) years prior experience as a Municipal Engineer; Town of Boonton Professional Services RFP 4. Has sufficient staff to satisfy the scope of services described in this proposal; 5. Has experience in road construction, construction management, water & sewer plant construction with engineers who hold licenses in these areas, land use law experience, planners & landscape engineers on staff, experience in environmental studies assessments (wetlands, archaeological, endangered species, hydrologic studies, storm water management), GIS, materials testing, surveying, traffic studies, drainage, and extensive knowledge NJ DEP rules and regulations; and 6. Is in good standing within the State of New Jersey.
