Prospective contractors must demonstrate significant experience and a strong reputation in their respective fields, possess in-depth knowledge of the subject matter, and confirm their availability to attend all required meetings. Proposers are also required to detail the availability of their personnel, facilities, equipment, and other resources necessary to effectively provide the requested services. Furthermore, submissions must include the qualifications and experience of key personnel and the firm’s organizational structure, along with a list and status of major projects undertaken. The Borough Council will evaluate firms based on experience, reputation, knowledge, availability of resources, and personnel qualifications. Compliance with New Jersey's Affirmative Action requirements (N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq.) and P.L. 2004, Chapter 19 (as amended by P.L. 2005, c.51) is mandatory for all bidders submitting qualifications. Firms responding to this Request for Qualifications/Proposals (RFQ/P) must clearly identify the specific positions or services for which they wish to be considered. Submissions require two (2) original hard copies and one (1) digital copy, provided on either a flash drive or CD. All proposals must be delivered to the Borough Clerk’s Office, located at Memorial Municipal Building, 61 Cooke Avenue, Carteret, NJ 07008, no later than Friday, January 2, 2026, at 10:00 A.M. Proposals will be publicly opened and read aloud by the Clerk or her designee at that time. It is the sole responsibility of the proposer to monitor the Borough website, www.carteret.net, for any issued addenda related to this procurement, as per N.J.S.A. 40A:11-23c. The Borough Council will review qualifications and make determinations for appointment and/or award thereafter, reserving the right to reject any or all proposals, in whole or in part, and to waive informalities as permitted by law.
