NOTICE TO BIDDERS
NOTICE IS HEREBY GIVEN that separate sealed Bid Proposals will be received by the Township of
Cedar Grove until 10:00 AM prevailing time, on August 28th, 2025, at the Office of the Township Clerk,
Municipal Building located at 525 Pompton Avenue, Cedar Grove, New Jersey 07009. At that time, and in
the manner provided herein, Bids will be publicly opened and read aloud for the execution of:
Briar Hill Water Main Replacement
The Briar Hill Water Main Replacement project consists of bypassing the existing water main, removing
the existing water main, and installing a new 6-inch ductile iron water main to feed the existing service
connections along Briar Hill Road.
All Bidders must comply with the qualification requirements set forth in the Contract Documents. Bids not
meeting these requirements may be considered nonresponsive.
The Contract Documents consisting of Notice to Bidders, Instructions to Bidders, Bid Proposal, Agreement
and associated Bonds, General Conditions, Supplementary Conditions, Drawings, Specifications
Appendices and Addenda, may be examined at the following locations:

Bids can be picked up at the Township Clerk’s office. The cost is $100.00 to obtain the bid package.
No pre-bid conference will be held on for this project.
Preparation and submission of the Bid Proposals shall be made on the furnished forms and in accordance
with the Instructions to Bidders and all information and forms fully completed as may be required thereby.
Bids shall be enclosed in a separate sealed envelope marked “Township of Cedar Grove: Briar Hill Water
Main Replacement – BID ENCLOSED.” Bids must be sent to the attention of Ms. Dale A. Forde, Township
Clerk at 525 Pompton Ave., Cedar Grove, NJ 07009. Bid Proposal and forms shall include all forms from
the published set of “Construction Specifications.” Bidders are advised that they must complete the Bidder
Qualification Statement, Corporate Disclosure Statement (if appropriate), Non-Collusion Affidavit and
acknowledge any Addendums issued for the Contract.

Each Bid shall be accompanied by a certified check or Bid Bond, in a form satisfactory and payable to the
Township of Cedar Grove, in the amount of ten (10%) percent of the Total Bid Price, not to exceed Twenty
Thousand ($20,000) Dollars. The Bid Bond shall function as a guarantee that, if the Contract is awarded to
the Bidder, he will enter into an Agreement with the Township of Cedar Grove for completion of Work
under the Contract, and additionally shall provide a Consent of Surety binding a surety licensed to do
business within the State of New Jersey to furnish the required bonds. Bidders are required to comply with
and accept the provisions of P.L. 1975 Chapter 127 and NJAC 17:27, regarding “Affirmative Action.”
Bidders are notified that the Township of Cedar Grove is an exempt organization under the provision of the
New Jersey Sales and Use Tax and is not required to pay a sales tax and thereby qualifies for exemptions
with reference to any and all labor, services, and materials supplied to or furnished in connection with the
Work performed.
The attention of the bidder is called to the conditions of employment to be observed and minimum wage
rates to be paid under the Contract. The successful Bidder shall be required to comply with the provisions
of the Department of Labor's current wage rates determination, and the New Jersey Prevailing Wage Act.
The Township of Cedar Grove reserves the right to accept or reject any and all Bids or to waive informalities
therein which, in its judgment, serves the best interest of the Township of Cedar Grove. No Bidder may
withdraw his Bid during the period beginning upon Bid opening date and ending sixty (60) calendar days
thereinafter.
