Emergency Medical Services: Daytime Coverage

The Township of Cedar Grove, Essex County, New Jersey, is actively soliciting proposals through a competitive contracting process for comprehensive Emergency Medical Services (EMS) Daytime Coverage. This vital project aims to secure qualified emergency medical services organizations to provide Basic Life Support (BLS) services to the Township's citizens, workers, and visitors. The scope of work mandates 24/7 BLS emergency ambulance service between 6:00 a.m. and 6:00 p.m., 365 days a year, encompassing patient stabilization, airway management, CPR, hemorrhage control, initial wound care, fracture stabilization, and emergency transport to appropriate medical facilities. The successful vendor will serve as the primary responder for all 911 ambulance dispatches within the Township limits, working collaboratively with the Cedar Grove Ambulance and Rescue Squad, and will be responsible for billing and collections. The anticipated contract term is for five (5) years, indicating a long-term commitment to reliable EMS provision. Prospective contractors must demonstrate extensive qualifications, ensuring highly competent personnel and robust operational capabilities. Key requirements include all Emergency Medical Technicians (EMTs) holding current New Jersey Department of Health certifications and CPR certifications, alongside valid New Jersey driver's licenses for all drivers. Ambulance staff must be proficient in radio communications, while EMS supervisors need ICS-300 level training, and responding EMTs must possess at least ICS 100 and ICS 200 qualifications. Vendors are required to provide documentation of staff training, continuing education, successful background checks, drug screenings, and fingerprinting. Additionally, robust insurance coverage is mandatory, including $2,000,000 in Comprehensive General Liability and Medical Malpractice-Professional Liability, statutory Workers Compensation, and $5,000,000 in Motor Vehicle insurance, with the Township of Cedar Grove named as an additional insured. Compliance with New Jersey's Affirmative Action provisions (N.J.S.A. 10:5-31 et seq.) and the Americans with Disabilities Act of 1990 is also strictly required, along with a valid NJ State Business Registration Certificate and State of NJ Department of Health licenses.
