Sealed Bids for the Township of Cedar Grove 2023 NJDOT - Reconstruction of Devonshire Road & Devonshire
Road South will be received by the Township of Cedar Grove at the Municipal Building, 525 Pompton Avenue,
Cedar Grove, New Jersey 07009 on August 5, 2025, at 10:00am, prevailing time, at which time and place they will
be publicly opened and read aloud. No Bids will be accepted after said hour.
The work will include but is not limited to approximately 8,500 square yards of Hot Mix Asphalt Milling and 900
tons of Hot Mix Asphalt Surface Course on Devonshire Road and Devonshire Road South in the Township of Cedar
Grove. Work will also include inlet reconstruction, granite block curb, concrete vertical curb, driveway reconstruction,
signage and striping, and all associated restoration. The contractor is responsible for providing all labor, supervision,
trade skills, materials, and equipment required for this project as described in the Construction Documents. The

work from the notice to proceed.
The bidding documents are available on or after July 15, 2025 at https://www.suburbanconsulting.com under Bid
Postings and/or www.questcdn.com, Reference Quest Number 9766676 . To be considered a plan holder, register
with QuestCDN.com for a free Regular membership and download the bidding documents for $22.00. Bidders must
download the documents and become a registered plan holder as plan holder’s receive automatic notice of addenda
and bid updates. Only registered bidders will be allowed to submit a bid. Interested parties may view the bidding

Written requests must contain company name, company address, contact name, contact telephone number, contact fax
telephone number, and contact email address in order to receive link to download Documents. All Digital Documents
are at no cost to Bidder and only Registered Bidders will be allowed to submit a Bid.
One hard copy of the Bids shall be made on the forms provided and made part of the Contract Documents. A certified
check or cashier's check made payable to the order of the Township of Cedar Grove, or a duly executed Bid Bond, in
the amount of ten percent (10%) of each bid, but in no case in excess of $20,000.00 must be deposited by the Bidder
together with a Surety Consent evidencing that They can obtain the required Performance Bond.
The successful Bidder will be required to deliver to the Owner an executed Performance Bond and Payment Bond of
a responsible indemnity company authorized to do business in the State of New Jersey.

If awarded a contract, your company/firm is required to comply with requirements of N.J.S.A. 10:5-31 et seq. and
N.J.A.C. 17:27.
The submitted Bid packages shall be complete with the Bid description and the name and address of the Bidder
marked clearly on the outside of the envelope. Bids must be placed in sealed envelopes and received by mail or
hand delivered in person to the Township Clerk’s office located at 525 Pompton Avenue, Cedar Grove, New Jersey
07009 by August 5, 2025, at 10:00am. The envelope must also identify the Bid as Township of Cedar Grove 2023
NJDOT - Reconstruction of Devonshire Road & Devonshire Road South.
The Township of Cedar Grove reserves the right to consider bids for sixty (60) days after their receipt. The right is
reserved to waive any informalities, to accept bids which it deems most favorable to the interest of the Township to
make an award on each item separately or as a whole and to accept any Bid or to reject any or all Proposals in
accordance with the Specifications and the Bid forms.
Prevailing Wage Rates in accordance with Wage Determinations to the Prevailing Wage Act, N.J.S.A. 34:11-56.25 et
seq., and N.J.S.A. 34:1B-5.1, Chapter 150, Laws of 1963 will apply to the contract. Attention is called to the fact that
the Contractor must ensure that employees and applicants for employment are not discriminated against because of
their race, creed, color, sex or national origin and to the greatest extent possible, opportunities for training and
employment shall be given to lower-income residents of the project area and that, when possible, Contracts shall be
awarded to business concerns owned by area residents. Bids for proposals in excess of $100,000 must be accompanied
by a written Affirmative Action Plan.
