RFQ - Professional Budget Consultant 2025

The City of Orange Township is seeking Qualification Statements from individuals for professional budget consulting services. Respondents must be licensed by the State of New Jersey as a Certified Public Accountant and Registered Municipal Accountant, with demonstrated experience in independent municipal audits. The selected consultant will render opinions on the City's financial activities for the 2025 calendar year, from January 1, 2025, through December 31, 2025, and execute the City's agreement, including indemnification, insurance, termination, and licensing provisions. The scope of work includes reviewing budget documents, assessing revenues, analyzing appropriations, preparing budget workbooks, evaluating property tax impacts, attending meetings, and preparing budget documents for submission to the State of New Jersey. Respondents must have at least 10 years of experience providing professional financial consulting services to governmental entities, with 5 years specifically in New Jersey municipalities. Qualification Statements are due by 1:00 PM on February 13, 2025. The submission should include a cover page, executive summary with pricing proposals, descriptions of relevant experience, proposed fee schedule, references, and other required compliance documents, including insurance and business registration certificates.
