AN ORDINANCE TO ESTABLISH SALARIES FOR VARIOUS EMPLOYEES WITHIN THE
TOWNSHIP OF DELRAN, COUNTY OF BURLINGTON, STATE OF NEW JERSEY AND
REGULATING THE MANNER OF PAYMENT OF SAME
WHERAS, the Township Council of the Township of Delran, to remain in compliance with
N.J.S.A 40A:9-165 desires to amend the Salary Ordinance presently in place.
NOW, THERFORE, BE IT ORDAINED by the Township Council of the Township of
Delran in the County of Burlington and State of New Jersey that:
The salaries and wages shall be effective for all employees, as indicated below, and remain in
full force and effect until amended, modified, or repealed:
SECTION I. ANNUAL SALARIES
A. The base salaries of all employees covered under the CWA Agreement will be as follows
per annum, per year indicated. These annual salaries are paid on a biweekly basis.

The Township of Delran intends to participate in the Sourcewell Contract Number 092222-CMM
cooperative purchasing contract for the purchase of an Emergency Generator for Water’s Edge
Pump Station.
Information for the above-mentioned purchase can be found on the website for the Township of

The Township of Delran is awarding a contract to Cummins Sales and Service on Tuesday, April
14, 2026. This contract is for a single purchase.
It is the intent of the Township of Delran to make a contract award to Cummins Sales and Service
of Bristol, Pennsylvania.
The Township of Delran is permitted to join national cooperative purchasing agreement under the
authority of N.J.S.A. 52:34-6.2(b)(3).

CHANGE ORDER EXCEEDING 20%
Notice is hereby given that the Township of Delran has approved Change Orders Nos. 1, 2, and 3
to the contract awarded to Eastern Environmental Contractors, Inc. for the Treatment Tank Painting
and Restoration Project, pursuant to Resolution 2026-69 adopted on April 14, 2026.
The original contract, in the amount of $2,878,200.00, included the cleaning, removal of materials,
structural repair, and coating of the Township’s wastewater treatment tank. The approved change
orders increase the contract amount by $1,973,889.00, resulting in a total contract amount of
$4,852,089.00, which exceeds 20% of the original contract amount.
Reason for Change:
Change Order #1: Additional effort, labor and materials to address unforeseen conditions
encountered during the project as it pertains to sludge and grit removal.
Change Order #2: Additional effort, labor and materials to address unforeseen conditions
encountered during the project as it pertains to tank material removal and disposal.
Change Order #3: Additional effort, labor and materials to address unforeseen conditions
encountered during the project as it pertains to tank material and steel repairs Change Order #3
also includes two replacement plug valves. Also included in Change Order #3 is a time extension
request. The original Project Final Completion date was December 31st, 2025. As a result of the
conditions described within, a contract duration extension of 364 days bringing the new Substantial
Completion date to November 30th, 2026, and Final Completion December 30th, 2026.
The additional work was necessitated by unforeseen conditions encountered during construction
that could not have been reasonably anticipated at the time of bidding, including significantly
greater quantities of material and structural deterioration. The work is required to complete the
project and ensure the proper operation, safety, and structural integrity of the treatment tank.
This Notice is published in accordance with N.J.A.C. 5:30-11.9(c)(6).

ORDINANCE 2026-08
AN ORDINANCE ESTABLISHING A YOUTH ADVISORY COMMITTEE IN THE
TOWNSHIP OF DELRAN
WHEREAS, the Township of Delran recognizes the importance of engaging young
residents in local government and fostering civic responsibility, leadership development, and
community involvement; and
WHEREAS, the Township Council recently received a presentation from youth members
of the community proposing the creation of a Youth Advisory Committee to provide input on
issues affecting young residents; and
WHEREAS, the Township desires to create a formal mechanism through which youth
may participate in local government, contribute ideas, and assist in strengthening the community;
and
WHEREAS, the establishment of a Youth Advisory Committee will provide an
opportunity for youth to engage in public service, develop leadership skills, and serve as a liaison
between Township leadership and the youth population; and
WHEREAS, the Township Council finds that it is in the best interests of the Township to
establish a Youth Advisory Committee to advise the Mayor and Council on matters impacting
youth and to promote community engagement;
NOW THEREFORE, BE IT ORDAINED by the Township Council of the Township of
Delran, County of Burlington, State of New Jersey, as follows:
SECTION 1. Creation
There is hereby established a Youth Advisory Committee (“YAC”) for the Township of
Delran to serve as an advisory body to the Mayor and Township Council on matters affecting youth
within the Township.
SECTION 2. Purpose
The purpose of the Youth Advisory Committee shall be to:
a. Provide input and recommendations to the Mayor and Township Council on policies,
programs, and initiatives impacting youth;

b. Promote civic engagement, leadership development, and community service among
youth residents;
c. Serve as a communication bridge between Township leadership and young residents.
SECTION 3. Membership
a. The Committee shall consist of not fewer than ten (10) nor more than fifteen (15)
members;
b. Members shall be residents of the Township of Delran;
c. Members shall generally be students in grades 8 through college freshman level;
d. Members shall be appointed by the Mayor, with advice and consent of the Township
Council;
e. The Mayor or Township Council may appoint: One (1) adult liaison (Mayor or Council
designee) and One (1) staff advisor (Township employee).
SECTION 4. Terms
a. Members shall serve two (2) year terms, unless otherwise specified at the time of
appointment;
b. Initial appointments may be staggered to ensure continuity;
c. Members may reapply for additional terms.
SECTION 5. Officers
The Committee shall annually select from its membership a Chair, Vice Chair, and
Secretary. The Chair shall preside over meetings and coordinate agendas with the advisor.
SECTION 6. Meetings
a. The Committee shall meet at least monthly;
b. A majority of appointed members shall constitute a quorum;
c. Meetings shall be held at a municipal facility unless otherwise designated;
d. The Committee shall comply with the Open Public Meetings Act (OPMA) where
applicable.

SECTION 7. Duties and Responsibilities
The Youth Advisory Committee may:
a. Provide feedback on Township initiatives and programs;
b. Identify issues impacting youth, including but not limited to safety, recreation, and
mental health;
c. Present recommendations to the Mayor and Council;
d. Organize and support youth-focused community events;
e. Participate in Township events;
f. Conduct surveys or forums to gather youth input;
g. Engage in community service projects.
SECTION 8. Conduct
Members shall: Act respectfully and professionally; Attend meetings regularly; Participate
actively; and Represent the Township positively.
SECTION 9. Advisory Nature
The Youth Advisory Committee shall serve in an advisory capacity only and shall have no
independent authority to bind the Township.
SECTION 10. Administration
The Township may establish application procedures, selection criteria, and operational
guidelines consistent with this Ordinance.
SECTION 11. Severability
If any section, subsection, or provision of this Ordinance shall be adjudged by a court of
competent jurisdiction to be invalid, such judgment shall not affect the remainder of this
Ordinance.
SECTION 12. Effective Date
This Ordinance shall take effect upon final passage, approval, and publication as required
by law.

successful bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter
150 of the Laws of 1963, effective January 1, 1964.
Bidders shall comply with N.J.S.A. 52:32-44 latest revision, regarding Business Registration with the New Jersey
Division of Revenue.
During the performance of this contract the Contractor agrees to comply with the requirements of P.L. 1975, c.
127 (N.J.A.C. 17:27), all requirements of the State of New Jersey Worker Health and Safety Act (N.J.A.C. 12:110
et seq.) as amended and the United States Occupational Safety and Health Act (OSHA) (29 CFR 1910), as
amended with regard to worker and jobsite safety.
No bidder may withdraw his bid for a period of sixty (60) days after the date set for the opening thereof. The
successful bidder will be required to furnish a surety company bond in the full amount of the contract price
indemnifying the Township of Delran, New Jersey for all proceedings, suits or actions of any kind of description
and conditional for the faithful performance of the work.

The Township Council of the Township of Delran reserves the right to reject any or all bids if in its opinion it is in
the best interest of the Township to do so.
