CONSTRUCTION DEPARTMENT
The Town of Dover Sidewalk Program has been available to Dover property owners, reduced prices on sidewalk replacement in front of their property. Remember, property owners are responsible for maintaining their sidewalk in a safe condition, and repair or replacement must be done with appropriate permits.
Managed by the Engineering Department, the Town receives bids once a year for sidewalk and related items. By replacing your sidewalk through this program, you eliminate the need to:
Seek quotes
Apply for the necessary permits
Insure the Town Standards for sidewalks are adhered to
The Engineering Department will meet with you at your property and prepare an estimate for the extent of work needed. If you choose to enroll, you will be required to pay the estimated amount up front prior to the work being done.

BROOK LANE BRIDGE REPLACEMENT 
 
Town of Dover, Morris County, New Jersey 
 
Dear Resident, 
 
Pennoni Associates Inc. (“Pennoni”) is contacting you to advise you that the Town of Dover is planning replace 
the existing one-lane, deck bridge over Jackson Brook which serves as a driveway to the two residential 
properties to the west of the bridge.  
 
Pennoni has been retained by the Town to perform surveying, design, and construction management services 
for the project. Please be advised that survey work will be occurring within the Municipal Right-of-Way on 
your property and within 15 feet of your property. New Jersey statutes grant survey field crews limited access 
along common property lines and corner. Pennoni field survey crews will make every effort to assure that any 
access to your property will be minimal. All work is expected to be conducted during regular working hours 
between 7:30AM and 4:30PM. Survey fieldwork is scheduled to begin on or around June 26, 2023 and 
continue until or around July 21, 2023. The construction schedule for this project has not been set, however, 
work is anticipated to begin Spring of 2024, after all necessary State Permits are received. You will receive 
additional notice when a final schedule is established.

Dear Resident: 
 
As an update to the Water System Improvements project, the contractor, Montana Construction will be 
resuming upgrades to the new water main focusing on the portion within West Clinton Street; from White 
Street to Grace Street, and Parker Street.  
 
Construction is set to commence at night time on Sunday, July 9, 2023 and be completed by July 31,2023. 
Construction will be taking place Sunday (5:00PM to 4:00AM) through Thursday (8:00PM to 5:00AM). Daily 
traffic signage will be in place at least 1 hour prior to the start of construction.  
 
A detour route will be in effect during construction activities for traffic. Residents located within the work 
zone shall be provided with driveway access accommodations by the Contractor throughout the duration of 
construction activities. As with all construction projects, we urge residents to proceed with caution in areas 
of construction and to follow all directions of the traffic control directors. The Town and its contractor will 
make every effort to keep these interruptions to a minimum and complete this project as quickly as possible.

The Town of Dover Engineering Department has contracted Crossroads Paving to perform roadway and 
drainage improvements on Bowlby Street, Grace Street, Sickle Street, and Leonard Street. The project will 
consist of milling and paving, installation of granite curbs, and concrete sidewalks, as well as installing 
additional drainage pipes and inlets along Bowlby Street.  
 
The purpose of this correspondence is to advise you that construction will be commencing on or about July 
17, 2023 and be completed by September 30, 2023. Construction will be taking place Monday through Friday 
from 7:30AM to 4:30PM. 
 
A detour route will be in effect during construction activities for thru traffic. Resident located within the work 
zone shall be provided with driveway access accommodation by the Contractor throughout the duration of 
construction activities however, these accommodations may be limited throughout the Contractor’s work-
day hours. During construction there may be period of time where slight delays are experienced. On-street 
parking may be restricted at certain times and will be posted at least 24 hours in advance. As with all 
construction projects, we urge residents to proceed with caution in areas of construction and to follow all 
directions of the traffic control directors. The Town and its contractor will make every effort to keep these 
interruptions to a minimum and complete this project as quickly as possible.   
 
The Town has hired Pennoni to design and manage this project. If you should have any questions, please call
